Supervisor, Land Management
Working independently with guidance in only complex situations, this position has supervisory responsibility and oversees the acquisition of rights of way, obtains permits and licenses, settles claims and trespasses, grants encroachments and rights of way in regard to gas infrastructure construction and maintenance, buys and sells real property, and is responsible for the hiring of leased workers. Position researches property titles to determine ownership, protect land rights, negotiate easement terms and price, prepares assessments and arranges payment to grantor. Position regularly performs as a subject matter resource and is competent in developing improved approaches and practices and directing and developing others.
Apply working knowledge of real estate practices and principles including, abstracts, appraisals, conveyances, eminent domain, legal issues, permitting, surveys, title, valuation, and zoning
Perform Real Estate investigations summarizing property ownership, restrictions, and rights. Identify those utility relocation projects where costs should be reimbursable by others.
Ensure thorough and accurate documentation is prepared for management of real property - appraisals, easements, licenses, plats of survey. Ensure documentation meets standard legal requirements.
Reviews civil drawings to ensure and aid in preserving or acquiring land rights including easements and permits
Ensures accuracy and completeness of annual railroad, DOT, PHMSA and related process and fee payments
Lead negotiations, or supervise field agents performing negotiations, for acquiring rights of way, real property, and permits.
Assist in development of project budgets for real estate and permit acquisitions. Perform valuation analysis.
Provide support to business development personnel in performing real estate valuation and due diligence when evaluating potential projects or property acquisitions for non-regulated ventures.
Evaluate and assist in selection of proposed pipeline project routing alternatives. Recommend alternatives that minimize real estate requirements and permitting impacts.
Represent the company at public zoning meetings to obtain construction approvals.
Review engineering designs and permitting applications to ensure real estate and permit requirements are understood and adequately incorporated into project plans.
Execute standardized legal instruments for managing real estate transactions - easements, licenses, purchase agreements.
Oversee railroad and other agency permitting process. Ensure permits are filed in a timely manner and follow up on permitting delays. Provide reporting for permits in process.
Manage applications for crossings of company rights of way. Engage asset protection, system integrity, legal, and operations when reviewing proposed applications.
Communicate crossing requirements to applicants and collect crossing fees.
Required : Bachelor’s Degree or equivalent education and substantial work experience
Preferred: Bachelor’s Degree - Business, Engineering, Law, Science, Real Estate
Related Work Experience:
Required : 8 years of relative work experience in pipelines, utilities, transportation, title research, or similar right of way management experience
Certifications / Licenses:
Preferred: SR/WA designation from the International Right of Way Association

Working Conditions/Physical Requirements:
Occasional Traveler (5-20% travel): The incumbent will be required to travel on occasion. Trips may require air travel and/or overnight stay away from home for one or more nights.
