Job Description

The Facility Labor Relations Manager is responsible for managing the labor relations functions for union employees, and for implementing and supporting the Authority’s human resource strategies and programs at the assigned facility in support of the labor environment. This position reports to the Regional Manager

  • Promote collaborative labor relations with local union consistent with the collective bargaining agreement (CBA) between NYPA and the local union(s). Maintain regular contacts with Regional Manager. VP Labor and other Labor Managers on CBA interpretation and implementation.

  • Coordinate Facility Project management team protocol group meetings and advise Regional Manager and Project senior management on regular basis to reinforce knowledge of CBA content and ensure consistent implementation of its terms and conditions.

  • Facilitate and consult on succession planning, particularly in areas where craft skills will be impacted due to retirement and\or movement to management opportunities. This may include performance planning, knowledge loss risk assessments, annual compensation planning, and other corporate planning processes.

  • Facilitate Facility Project Step B and C grievance meetings, coordinate presentation and mutual resolution of Project grievances below Step D and advise Regional Manager , VP Labor and other Labor Managers of any grievances which may advance to Step D. Provide all information and documents relating to Facility management grievance position statements in preparation for Step D meetings and/or arbitration hearings.

  • Participate on NYPA labor relations protocol group as assigned relating to collective bargaining negotiations, impact bargaining sessions, Step D Grievance meetings, Safety Committee, Health Care Cost Containment Committee, arbitration hearings and Public Employment Relations Board proceedings and if applicable 457 Committee.

  • Schedule MARC training for new supervisors and for those that need refresher training. Conduct on-going briefings with site management on emergent labor relations issues or skill building-type presentations.

  • Coordinate with HR Manager and provide new hire orientation regarding CBA items for new union and union supervisory personnel .

  • Participate in Labor training courses which include MARC and CBA programs.

  • For the craft, establish and oversee appropriate cross-training / rotational / project opportunities within the plant, with a specific focus on ensuring succession planning candidates receive developmental opportunities.

  • Champion and provide on-site support for HR technologies and planned upgrades / enhancements and employee productivity (monitor employee absences / attendance).

  • Coordinate labor relations grievance fact-finding meetings and consensus reviews with appropriate Facility management and for policy grievances and actions that may lead to disciplinary action above the counseling level with headquarters Director of Labor Relations & Special Projects and Law Department staff

  • Manage workers compensation claims, FMLA, and process benefits and other related benefit inquiries for union employees.

  • Process retirement and termination paperwork for union employees

  • Participate in worker’s compensation and unemployment hearings for union employees.

  • Manage evaluation and guide selection committees for bids on union roles.

  • Support the VP Labor with benchmarking, research, networking, contract administration and other work as needed to assist with Operations Labor Relations functions at all sites.

  • Participate in bi-weekly Labor Relations conference calls and quarterly Labor Standing Committee meetings.

  • Maintain good rapport with site union representation, issue union employee releases and schedule site U/M meetings.

  • Participate on site U/M Cooperative Committee, Joint Apprenticeship Committee (JAC) and other areas as needed.

  • Issue contractor notifications to appropriate union representation and applicable supervisory and/or other personnel

  • Conduct exit interviews

  • Manage internal union recruitment / post and bid process

  • Coordinate with local medical provider, Safety Administrator and supervisors return-to-work assignments for employees

  • Manage quarterly random CDL process and if need be Fit For Duty testing

  • Process union pay increases, promotions, LOA in SAP

  • Document and maintain accurate records and files

  • Other projects and responsibilities as assigned.

Required Skills

  • Current knowledge of all major disciplines within human resources.

  • Ability to work comfortably with all levels and all areas of the organization.

  • Strong interpersonal skills (e.g. tact/diplomacy, persuasion, cooperation, negotiations).

  • Strong verbal and written communication skills (e.g., presentation, listening, report writing).

  • Excellent organizational and time management skills.

  • Ability to confront issues, resolve disputes and observe confidentiality.

  • Knowledge of Microsoft Office Suite including: Word, PowerPoint, Excel, Access, Outlook

Required Experience

  • Bachelor’s Degree in Human Resource Management or Business Administration; Master’s degree preferred

  • Seven to ten years experience as a labor relations practitioner with demonstrated labor relations grievance, negotiations and strategy accountabilities. Working aptitude in HR generalist body of knowledge

  • Experience in the electric utility industry is preferred
