With direction, prepares term and spot solicitations for Fuel (coal, fuel oil, limestone/lime/reagent/Bulk Commodities, transportation (barge, rail) barge fleeting and related services) to ensure the regulated utility’s fuel requirements are met. Reviews and evaluates bids, negotiates with suppliers to ensure the lowest fuel price and best contract terms and conditions, prepares award recommendations for senior management approval, and prepares contracts and contract amendments (with Legal’s review) of the approved agreement. Follows high ethical standards and corporate policies in selecting bidders, evaluating bids, negotiating with suppliers and recommending the award of contracts.With direction, manages Fuel (coal, fuel oil, limestone/lime/reagent/Bulk Commodities, transportation (barge, rail) and barge fleeting and related contracts) for the regulated utilities valued at over $1Billion/year. Ensures contracts are being fully complied with by both the regulated utilities and the supplier. Ensures contract negotiations, communications and transactions are fully documented. Ensures each coal contract and all shipments are closely monitored for coal quality, quantity and deviations from contract specifications. With direction, manages rail car condition, rail car maintenance contracts, and utilization of the rail car fleet required for the transportation of coal. Ensures sufficient number of rail cars is available in order to minimize transportation costs and avoid penalty payments for transportation of tonnage below contract minimums. Works closely with Legal, power plant management, Generation Services, Fuels Coordinator, Power Supply and others to ensure the correct quality of fuel is purchased for efficient operation, for the price needed to be competitive and for the term that allows the regulated utilities to take advantage of changing market conditions. With direction, maintains bidder’s list of qualified suppliers of all Fuel (coal, fuel oil, limestone/lime/reagent/Bulk Commodities, transportation (barge, rail), barge fleeting and related services) needed by the regulated utilities’ generating plants.With direction, performs and works with others, to perform thorough financial analyses of existing suppliers and potential suppliers to minimize the risk of supplier default.With direction, and with the help of the Manager of Fuels Technical Services audits on a regular basis coal sampling systems, scales and other critical systems, that affect the validity of the data being received to monitor contract and supplier compliance.With direction monitors critical contractual dates to ensure contract options are optimized and risk are minimized.With direction, coordinates, develops and assists in presentations and testimony before regulatory agencies (PSC & FERC) and at the semi-annual fuel adjustment clause hearing.With direction, works with Legal to continuously improve and modify contract documents to ensure maximum value and tolerable risks.With direction, ensures all contracts are accurately kept in compliance with LG&E and KU Energy, the KPSC and other legal requirements.Verifies and recommends approval of coal, limestone/lime/reagent/Bulk Commodities, transportation and transportation equipment maintenance billings.Assists Audit Services in the review of fuel purchase and transportation contracts.With direction, provides Fuels and plant management with reports and analyses of trends, status, etc.With direction, performs special projects that will improve the regulated utilities’ fuel availability and cost.With direction, performs other duties as assigned by Manager LG&E/KU Fuels.
Primarily sitting with some standing, walking, stooping, etc.
Advanced degree preferred. Experience in managing coal procurement contracts, fuel oil purchases, railroad contracts, barge contracts, limestone/lime/reagent and other bulk commodities purchases, or an equal amount of time in negotiating the same or similar type contracts preferred.
Demonstrates high ethical standards, possesses very good written and oral communication skills, very good negotiation skills and the ability to handle and manage multiple, complex and difficult topics and issues. Very good human relation skills.
Normally an office environment. Will spend time in surface and underground mines, and in power plants, trains and tow boats.
Required Education & Experience:
Bachelor’s degree in engineering, science, mathematics or business.

This position is responsible for the development of contract documents, selection of bidders, coordination of spot and term solicitations for Fuel (coal, fuel oil, limestone/lime/reagent/Bulk Commodities, transportation (barge, rail), barge fleeting and related services), analysis of bids, negotiation of contracts, award of contracts and amendments, contract administration of supply, transportation (barge, rail) and barge fleeting contracts, and monitoring supplier quality and performance for Fuel (coal, fuel oil, limestone/lime/reagent/Bulk Commodities), and performance for transportation (barge, rail), fleeting and related services for the regulated utilities’ electric generation stations.This position is responsible for the fleet management of the rail car fleet owned and/or leased for the transportation of coal, including rail car fleet maintenance and utilization.This position is also responsible for the development of testimony for regulatory agencies (PSC & FERC).
