A Payroll Specialist accurately coordinates and administers payroll process by established deadlines; Remits and files federal and state tax withholdings, and prepares and files quarterly and annual reports, finalizes W-2 and 1095-C forms, processes 401(k) contributions and loans, Top Hat deferred compensation contributions and flexible spending contributions. Processes miscellaneous employee deductions and miscellaneous earnings. Maintains accurate payroll records.   • Processes both hourly and salary payroll cycles from opening payroll to closing the pay period. To include a review of time sheets to ensure compliance with all pay policies and per diem procedures, ensuring that all required pay-related approvals are validated and compliant. Properly processes various miscellaneous deductions and miscellaneous earnings reports including imputed income.

  • Ensures all direct deposit and positive pay files are posted by the published payroll dates to appropriate banks timely.

  • Remits federal payroll tax withholdings after each pay period. Remits multiple state tax withholdings either after each pay period, monthly, or quarterly, depending on state specific requirements.

  • Processes payroll withholdings including bankruptcies wage assignments and liens, child support orders, and any other mandated withholdings. Prepares disbursement vouchers and mails or remits electronically to appropriate agencies.

  • Processes all 401(k) contributions, 401(k)loan payments, and flexible spending account (FSA) deductions and remits to NRECA electronically within 2 calendar days of the payroll date.

  • Processes Top Hat Deferred Compensation contributions. Prepares and faxes remittance advices and remits payment via ACH or wire to Homestead Funds on a semi-monthly basis.

  • Reconciles and files Federal Form 941 quarterly and Federal Form 940 annually.

  • Audits accuracy of new hire data entry in the HRIS system, UKG. Verifies and approves employee self-service direct deposit changes submitted through UKG.

  • Processes imputed income for personal use of company car, moving expenses, spousal travel, and any other taxable fringe benefits to ensure accuracy of W-2 reporting annually.

  • Reconciles all payroll related accounts with general ledger for AECC and AECI.

  • Scans and files all payroll related records in record retention system, CCMS, according to record retention policy.

  • Maintains current and updated working knowledge of local, state and federal payroll requirements through partnership with both internal and external auditors and/or Cooperative Tax Management team.

  • Continually document and update any changes made in payroll processing steps for business continuity.

  • Demonstrated ability to work under pressure with approaching deadlines, handle stress, and work well with others.

  • The ability to handle stress and work well with others are essential functions of this position.

Minimum Qualifications

  • Associate degree in Business Administration, plus 5 years related experience and/or training, or equivalent combination of education and experience.

Preferred Qualifications

  • Experience working with Ultimate Software/UKG.

  • 5-7 years of payroll or accounting office experience.
