The Construction Manager directs and coordinates the activities of the Arkansas Electric Cooperatives, Inc. (AECI) – Construction Services Department. AECI Construction Services crews, provide contracted Line and substation construction and maintenance services to various electric cooperatives throughout Arkansas, as well as other states.

The Construction Manager assures that line and substation construction is performed in a safe manner for the protection of employees and public. Adheres to established standards and regulations while operating within budgetary constraints consistent with the highest quality of uninterrupted service possible. As well as utilizing employee practices that promote good customer relations and timely response to customer complaints.

Responsibilities

  • Manages and directs the activities of the construction department by coordinating work through general foremen, line and substation foremen, and office personnel.

  • Oversees the construction and maintenance of electric distribution and transmission lines and facilities.

  • Conducts routine field inspections to review the quality and quantity of work being performed giving direct guidance to Construction Foreman.

  • Assigns work crews for scheduled and emergency work when needed.

  • Promotes and enforces safety standards and the adherence to safety rules, regulations, and practices.

  • Contacts customer representatives and consulting engineers on a routine basis regarding day-to-day activities of crews engaged in work for the customer.

  • Directs the purchase of materials needed for projects, evaluates, and locates necessary equipment.

  • Solicits and prepares bids and assists general Foreman and Line Construction Foremen in the interpretation of blueprints and staking sheets.

  • Assists in monthly Construction billing and preparation of yearly capital and operating budget.

  • Coordinates with Utility Services personnel to ensure that all vehicles and equipment are maintained in proper working condition and meet all safety requirements.

  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include but are not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

  • Handles stress effectively and works well with others.

Minimum Qualifications

  • Pursuant to the Arkansas Medical Marijuana Act 593, this position is designated safety-sensitive according to AECC/AECI standards and processes.

  • As a condition of employment, this position requires a post-offer pre-employment drug test and requires passing a DOT physical.

  • Bachelor’s degree in Business Administration or related field, plus 8 years related experience and/or training, including 5 years related management experience, or equivalent combination of education and experience.

  • Valid Driver's license.

  • Must be on-call 24 hours a day in case of emergencies.

  • Must be able to travel throughout the Construction Department's service area and stay overnight.

  • Must have general mechanical knowledge of vehicles used in the construction of lines and substations.

  • Must have working knowledge of: construction plans and specifications, RUS approved construction materials, OSHA safety regulations, National Electric Safety Code, and all other national safety codes, State, and local labor regulations.

Required Certificates, Licenses, Registrations

  • Journeyman Level Technician Training and Certification or directly related progressive experience is required.

Preferred Certificates, Licenses, Registrations

  • CDL Class "A" license.

  • CPR and First Aid Training preferred.
