Lakeland Electric Manager of Traffic Operations in Lakeland, Florida

This is highly responsible managerial and administrative position directing the operations and activities of transportation engineering within the City. Work involves planning, organizing and directing the construction, operation and maintenance activities of the Traffic Operations and Parking Services Division. Work also includes the performance of traffic engineering studies, parking studies and operations, on-street and off-street parking permit and enforcement operations and programs for the safe and efficient movement of traffic. The employee exercises considerable initiative and judgment in the daily performance of duties. Supervision over a staff of professional and technical personnel and decision making on technical engineering work is a major part of this position. ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS: * Plans, organizes and directs the planning and operational activities of the Division; Administration, Traffic Signage Fabrication & Installation, Traffic Signal Operations, Traffic Signal Maintenance and Parking Services. * Manages and supervises division personnel to include hiring, training, developing performance management and other related activities. * Manages safety systems design projects and related traffic analysis and control activities * Directs traffic studies to determine need for modification or expansion of City street network. * Oversees traffic modeling scenarios to evaluate the impacts of activities such as new development or to identify solutions to traffic problems. * Oversees the planning and operations of the Division’s Parking section for on-street and off-street operations. * Demonstrates a strong ability to research, innovate and experiment with developing technological enhancements in the safety, accessibility and mobility of all forms of transportation such as traffic signal development, parking operations and access management. * Demonstrates a strong affinity and ability to promote, plan and conceptualize non-conventional transportation elements; such as, “Complete Streets”, “Vision Zero” planning and operations and “Multi-Modalism”. * Demonstrated knowledge and application of the Manual of Uniform Traffic Devices (MUTCD). * Oversees the Division’s Traffic Calming program. * Establishes specific operational protocol regarding Americans with Disabilities Act (ADA). * Confers and corresponds with County and State transportation officials regarding problems of mutual interest and concern. * Coordinates assigned functions and activities of the division with other departments, divisions, agencies, developers, consultants and the public. * Conducts and attends meetings relating to departmental activities, assists in establishing priorities for the division and interprets/explains policies to division employees and the public. * Demonstrates knowledge of the National Association of City Transportation Officials (NACTO) “Urban Street Design Guide”. * Demonstrates knowledge of traffic operations and conceptual design of roundabouts. * Overview knowledge of traffic related computer programs; such as, SYNCHRO, HCS, SIDRA, AutoCAD, etc. * Prepares and administers the division budget and assists in the preparation of the capital improvement programs. * Communicates and meets with the public; investigates and evaluates requests or complaints relating to traffic operations, parking, and safety and implements corrective measures. * May be required to work overtime or alternate hours as necessary for the efficient operation of the department. * Position is designated Mission Critical. ADDITIONAL FUNCTIONS*:* * Performs related work as required. QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE) AND SPECIAL REQUIREMENTS: * Graduation from an accredited four (4) year college or university with a degree in Civil Engineering and major course work in transportation/traffic engineering. * Five (5) years of experience in traffic engineering including three (3) years in a supervisory or management capacity. SPECIAL REQUIREMENTS: * Must be registered as a Professional Engineer (P.E.) in the State of Florida under Florida Statutes Chapter 471 within 6 months of employment within this classification. * Must possess and maintain a valid State of Florida driver’s license. KNOWLEDGE, SKILLS, ABILITIES AND WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS: * Extensive knowledge of the principles and practices of Transportation Engineering. * Thorough knowledge of State and Federal Standards for installation, operation and maintenance of traffic control devices and systems. * Knowledge of the application of computer programs to traffic engineering procedures, and the ability to read and interpret detailed engineering plans and specifications. * Ability to organize and coordinate tasks with other divisions and departments. * Ability to delegate responsibility and authority effectively and to schedule work on a short term and long term basis. * Ability to establish and maintain an effective working relationship with co-workers, other city employees and the general public. * Ability to express ideas and to communicate technical information clearly and concisely verbally and in writing. WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS: * * Requires sedentary work that involves walking or standing some of the time, exerting up to ten (10) pounds of force on a recurring basis and routine keyboard operations. * The job risks exposure to no significant environmental hazards. * The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception and texture perception. *All City of Lakeland positions are subject to testing (e.g. written, oral, performance, computerized, interview and/or any combination).
