The plant technician operations (PTO) job entails many facets. This position is vital to daily operations of the plant as the outside operator is the eyes and ears of the Senior Plant Technician Operations (SPTO). The PTO is required to make rounds and visually inspect all operating equipment for safe and reliable operation. He/she is also required to identify plant problems using their sense of hearing, smell, sight and touch. Many hazards exist at a power plant of this size. High pressure, high temperature steam is the most dangerous, along with highly toxic chemicals, high pressure natural gas and high voltage electricity. The PTO must be completely focused in order to maintain their safety and that of those around them. An essential function of the PTO position is the ability to lift and handle up to 40 pounds and to walk a minimum of 3 miles per day.
The PTO is also responsible for bulk chemical off-loads including Anhydrous Ammonia, Caustic, Sodium Hypochlorite and Sulfuric Acid. All of these chemicals are extremely dangerous and the ability to follow established procedures is absolutely essential.
The PTO must be able to react quickly in the event of a plant upset or an emergency to mitigate any spill or uncontrolled hazard, including but not limited to tripping or engaging safety systems, wearing appropriate chemical clothing and turning valves when required. The PTO must also be able to efficiently ascend 150 steps (90 feet) to the top of our boiler platforms to perform preventative maintenance, inspections and to investigate or stop a boiler upset condition. Multiple trips up and down the boiler stairs may be required in a 12 hour shift. In addition, the PTO must be able to safely ascend and descend portable and stationary ladders to perform work. The PTO must be able to open and close large and small manually operated block valves in addition to checking closed motor block valves.
Daily water chemistry is also a function of the PTO. Water samples must be taken and analyzed for purity and quality. Accurate results of these tests are vital as they dictate the operation and reliability of the plant steam piping and the reporting of our plant wastes.
Another important function of the PTO is plant alignments including lockouts and zero energy tests. Failure to operate a specific valve in a specific order can cause serious injury to the operator or to the maintenance personnel working on the isolated equipment. The ability to perform these lockouts with no errors is critical to the safety of all personnel on site.
Other functions of the PTO include crane, forklift and man lift operations. These functions may require work with heavy equipment and valuable parts. The PTO is also required to work on elevated platforms and in confined spaces.
The key to performing the PTO job correctly is the ability to focus on one's surroundings and during situations of high stress to maintain a cool head while making sound decisions. The PTO is the first line of safety for all personnel on site and it is critical that he/she is engaged in all that is occurring during their watch. The inability to accomplish this goal could be detrimental to the safety of personnel and the goals of the company.
A minimum of two years of experience and/or training in power plant operations including associated auxiliary
Ability to read, comprehend, and abide by all Environmental, Health, & Safety documents, programs, and
and support equipment. (combustion turbine experience is preferred)
within three years of employment.
Ability to read, comprehend, and utilize drawings and technical manuals. Proven successes in completing a respiratory evaluation and fit test. First aid and CPR Certified Strong communications skills Strong team work skills and ability to participate in committee meetings. Take a test to measure your operational and mechanical aptitude. Have and maintain a current Oregon drivers license. Ability and desire to complete PTO Qualifications within one year of employment and SPTO Qualifications
Additional duties will be assigned as required.
