JOB SUMMARY: Scope of Work - Main duties, settings, geography, reporting relationships, other relationships:

Directs and implements NYSEG and RGE electric transmission market and reliability policies, including FERC/State rules and regulations, interconnection agreements, New York Independent System Operator (NYISO) and Pennsylvania Jersey Maryland Regional Transmission Operator(PJMRTO) issues, North American Electric Reliability Council(NERC) issues, and North East Power Coordinating Council(NPCC) issues.

MAJOR ROLES AND RESPONSIBILITIES (Scope of work - range of responsibilities):

  • Oversees and directs the policies and positions at NYSEG and RGE to further AVANGRID (AGR), AVANGRID Networks (AGRN) overall strategies on market and reliability issues. Responsible for the coordination and consistent implementation of NYSEG/RGE positions with AGR, AGRN, and other AGRN Operating Companies for electric market and reliability issues at the ISOs, NERC/NPCC, FERC, SEC, and state regulatory proceedings. Responsible for positions taken in negotiations with other Transmission Owners in NY on these market and reliability issues.

  • Responsible for the Independent Power Producers (IPPs) and Distributed Generators (DGs) interconnection process and contracts for NYSEG and RGE, including coordination with the ISOs and other parties. Acts as Company OMBUDSMAN with respect to NYPSC related interconnection issues and serves on related Interconnection Policy Working Group) with the other NYS utilities and stakeholders.

  • Responsible for proper ongoing handling of existing interconnection Agreements.

  • Provide technical and administrative advice on issues related to markets, reliability, interconnections, and standards of conduct.

  • Responsible for implementation of FERC Order 2004, Standards of Conduct, and ensuring consistency across withAGRN companies.



Education & Experience Required:

  • Bachelors degree in a related field. Masters preferred.

  • At least 10 years of related experience.

  • Strong engineering background.

  • Strong contract and negotiations background.

  • Supervisory and project management experience-Broad knowledge of FERC and state regulations.

  • Strong System Operations and Planning background.
