Legal Analyst State Regulatory NiSource, Inc, whose core operating companies engage in natural gas transmission, storage and distribution, as well as electric generation, transmission and distribution has an excellent career opportunity for a Legal Analyst/State Regulatory in our Indianapolis, IN office. The primary focus of this position will be to provide case and file management, fact research and investigation, discovery coordination, and agency website monitoring, for the lawyers representing NiSource companies before the Indiana Utility Regulatory Commission (IURC) and the Federal Energy Regulatory Commission (FERC) on gas and electric matters. This position is responsible for assisting the regulatory attorneys in providing support to NIPSCO, a combination gas and electric utility operating in Indiana. Duties are of a varied and non-routine nature, and include, but are not limited to, document review and analysis, maintaining, updating and organizing files through electronic filing systems; researching and reviewing administrative regulations and orders and statutes; drafting and proofreading of documents; filing pleadings and other documents at the IURC and other agencies; and other responsibilities as may be assigned.
Principal Duties and Responsibilities:
Provide research and analysis of IURC and FERC issues.
Review and distribution of documents filed or issued in regulatory proceedings.
Follow established procedures for processing discovery, preparing drafts and making filings and distribution of all discovery and filings through the NIPSCO Cause Database.
Assist in drafting and filing routine motions under the supervision of lawyers in the Legal Department.
Review notices and publications from the IURC, Consumer Counselor, FERC and other entities for matters of potential interest to the Legal/Regulatory Department concerning energy regulatory matters.
Prepare routine pleadings under the supervision of department attorneys for filings at the IURC and FERC.
Assist in the assignment, coordination and review of discovery requests associated with state regulatory proceedings.
Ensure appropriate review and coding of expense reports and invoices; utilize company accounting systems to generate reports.
A successful candidate will have a strong and seasoned knowledge of the procedural and substantive aspects of IURC and FERC regulatory issues.
The responsibilities include providing assistance and support for lawyers, clients and co-workers, maintaining a thorough knowledge of company and legal department procedures, and a working knowledge of local, state and federal regulations.
Organize, maintain and assume responsibility for documents, files and records; candidate will be expected to use independent judgment in fulfilling these responsibilities.
Candidate will perform assigned tasks with minimal supervision.
Ability to work as a team member with the Law Department and with other departments; ability to deal with people at all levels of the Company and to interface effectively with outside law firms.
Proactive; detail-oriented; excellent organizational and follow-through skills a must.
Minimum Qualifications for Regular Full-Time Employees:
Demonstrated and seasoned knowledge of the procedural and substantive aspects of state utility regulatory law.
Either ten years of Indiana state regulatory experience or a college degree is desired.
Working knowledge of routine pleadings in regulatory proceedings.
Ability to oversee a portfolio of state regulatory matters with minimal supervision.
Excellent organizational skills required.
Excellent proficiency in using computer software such as Windows, Word, Excel, Power Point is essential. Experience with Lotus Notes is desirable.
Working knowledge of case management and document management systems and their application to Law Department needs is desirable.
Knowledge of state regulatory regulations, court procedures, terminology and documents is required.
Proficient in Lexis and other law-related databases; internet search proficiency is essential.
Excellent communication skills, both oral and written.
Excellent reading comprehension.
Must demonstrate flexibility and a willingness to learn.
Must be able to prioritize multiple assignments.
Ability to generate ideas to improve processes and to create efficiencies.
Must be results-oriented and possess excellent problem solving skills.
Requires an aptitude for attention to detail, accuracy, precision and logic.
Ability to work independently and on teams with strong interpersonal and collaboration skills.
Must be willing to work some overtime.
