This position is viewed as the most senior SCC operations authority in PSEG-LI organization.

Responsible for direct hands-on management and operation of the PSEG-LI Electric Utility Security Command Center (SCC). Direct oversight of Lead Operators. Responsible for command center effectiveness critical site and penetration test review scorecard metrics. Troubleshoot and remediate minor issues with access control and CCTV systems and escalate issues as needed. Manage the preparation of documentation to support investigations of a highly confidential and sensitive nature including access control logs and CCTV recordings. Develop and maintain reports to demonstrate regulatory compliance. Create, update, and implement new and existing policies and procedures. Responsible for responding to requests for supporting information, and comprehensive audit conducted by regulatory agencies. Work directly with law enforcement, local management and PSEGLI Corporate Security On Duty Officer to coordinate responses to security incidents and investigations. All SCC incident reports and regulatory oversight regarding the monitoring of intrusions, fire, panic alarms and North American Reliability Corporation (NERC) related oversight fall under the purview of this position. Staff Certification through training and curriculum development for all Electric Utility Contracted Security Command Center Operators, including NERC-CIP and Critical Network Infrastructure (CNI). Crisis Management Planning and Response, to include updating the plan, training additional lines of business on the plan implementation and interfacing with all PSEG-LI organizations during exercises and actual security and crisis events. The SCC manager will interface with additional Lines of Business and look for creative and proactive ways to increase security, optimize Crime Prevention, support Investigations and promote a safe working environment. The SCC also has partial oversight of Contract security guards and must liaise with PSEG Long Island security on any issue that could possibly affect National Grid business. Establish and sustain a 24/7/365 schedule for both the primary, and if needed, alternate command center, using a mix of employees and subcontracted support personnel. Always be ready to work extended hours in adverse weather and crisis situations.

Knowledge and Experience Required:

  • Bachelor’s degree from an accredited college, preferably in a related Security engineering/Security technical/Criminal Justice discipline with a minimum of 3 years of equivalent/relative work experience.

  • Consideration may be given to candidates with a minimum 7 years or more of professional security response and crisis management experience

  • Direct experience in Security Response and Crisis Management

  • Highly motivated to work extended and unusual hours involving ever-changing situations

  • Direct Security Operations Center manager/supervisor/operators – minimum of 5 years military, civilian, 3-letter agency, or equivalent corporate experience

  • Direct experience in Security Response and Crisis Management

  • Highly motivated to work extended and unusual hours involving ever-changing situations

  • Strong working knowledge of FERC/NERC-CIP regulatory requirements

  • Strong working knowledge of CI/CNI regulatory requirements

  • Strong working knowledge of physical and cyber security requirements

  • Ability to quickly transition from audio-visual and computer generated alarms in a virtual environment covering all data sources required to direct and coordinate single and inter-agency response to all situations

  • Moderate proficiency in MS Office applications

Desired Skills:

  • Masters degree preferably in a related Security engineering/Security technical/Criminal Justice discipline with a minimum 1 year of equivalent experience.

  • Direct, long-term management of a highly successful Security Operations/Command Center

  • Direct, long-term working relationship with an Electric Utility organization

  • High Proficiency in MS Office applications

  • Knowledge of Storm Survivability assessments and Storm Recovery efforts associated with prioritization of Security Systems and Services sustainment and recovery
