Field Supervisor-Relay Test

Primary Responsibilities:

  1. Organize and prioritize work group activities. Assign and schedule work tasks to meet completion dates. Coordinate day to day work tasks within the work group. Review O&M and Capital work activities with other groups and act as a liaison with other sections or departments. Perform and direct technical oversight on complex high-voltage substation projects. Ensure appropriate testing and commissioning activities occur prior to equipment release for service. Coordinate with other disciplines and/or contract resources to meet project scope, schedule and cost.

  2. Conduct Personnel Performance Reviews. Evaluate subordinates for the purpose of developing organizational talent and build expertise in areas as required by the department. Develop leadership skills. Develop and perform technical training for self and others in Relay Test. Accept or delegate responsibilities to department personnel to develop, revise and write procedures, methods, and other documents required to maximize the effectiveness of Relay Test personnel. Perform field audits (i.e. safety audits/observations, Job Performance Measures… etc.) to ensure compliance with safety rules, training and work methods and procedures.

  3. Work with other departments on cross-functional teams to achieve the goals and objectives of the department and the company. Provide information on considerations for proposed construction projects and maintenance activities. Provide recommendations on construction schedules and man-hour estimates. Determine the manpower requirements needed to perform all Relay Test work in assigned area, coordinate the allocation of manpower, and manage attendance, overtime, and workload.

  4. Perform and/or direct Field Testing of Protection and Control systems e.g. relays, circuit schemes, and associated equipment. Plan, schedule, and direct periodic testing of protection equipment on the Transmission and Distribution Systems to meet internal and regulatory compliance. Review engineering drawings, work sequence and create acceptable blocking, and track work to maintain electrical service continuity during equipment modification, testing or installation. This includes: equipment commissioning, periodic maintenance, troubleshooting, and analysis of power system operations.

  5. Participate as needed on the regional planning and scheduling teams to identify, justify and plan projects to meet company obligations within the budget, schedule, and operating guidelines. Act as the liaison between Operations, Work Management, Engineering, Contract Management and other support organizations for coordinating Relay Test resources for assigned projects. Review Relay Test support of the Work Management process regarding schedule adherence, work scheduling, prioritization of work, and timely updates/completions of work tasks.

  6. Act as a resource for technical advice and technical development of the personnel within the respective area. Respond to and/or assign resources to assist other departments on daily emergent technical issues, trouble requests, and analysis of the Electrical Power Infrastructure.

  7. Ensure that department documents and procedures are maintained up to date or created where there is need to do so. This includes but not limited to: developing and writing technical procedures, department Work Methods, Work Practices, Standards and documents setting expectations to subordinates within the group.

Position Summary:

This position supervises, coordinates, and monitors the daily technical activities of the department within the assigned area to accomplish installation, field testing and maintenance of protection and control relaying and associated equipment. This position typically supervises a staff including Electrical Test Technicians and entry level Engineers.

Promote a safe work ethic and error free environment within Relay Test while acting as a resource for technical advice and technical development of the personnel within the respective area. Lead and evaluate assigned staff to produce high quality, timely and cost effective results that meet regulatory, operational and financial business objectives.

Basic Qualifications:

  1. Bachelor's Degree in Electrical Engineering or Electrical Engineering Technology with a Minimum of 4 years experience in technical area related to the function of the work group (i.e. Protective Relaying, Engineering and/or Substation Field Engineering/Testing) OR Associates Degree in Electrical Engineering or Electrical Engineering Technology with a Minimum of 10 years experience in technical area related to the function of the work group (i.e. Protective Relaying, Engineering and/or Substation Field Engineering/Testing)

  2. Valid driver's license

Preferred Qualifications:

  1. Experience in Utility Industry and knowledge of Utility Power System design, construction, procurement and equipment commissioning.

  2. Professional Engineer (PE), registered in Pennsylvania

  3. Comprehensive knowledge of corporate goals, company programs, policies, procedures and business plans.

  4. Ability to build consensus, establish trust, communicate effectively and foster culture change.

  5. Working knowledge of budgeting, cost and work management related issues.

  6. Working knowledge of regulatory requirements and industry standards related to the function of the work group.

  7. Leadership skills include: Abilities to manage and carry out multiple tasks, influence and direct others necessary to achieve results in support of company and department objectives, establish rapport with a variety of individuals and groups, and implement new and innovative human performance improvements.

  8. Excellent verbal and communication skills.

  9. Willing to work extra and/or irregular hours
