JOB SUMMARY

The purpose of this position is to be responsible for maintaining and analyzing data used for compliance, and project management for the design, installation and startup of large industrial meter sets and city gate measurement stations. Works with measurement staff and Corporate Engineering to make corrective changes to daily procedures and processes if inconsistencies are discovered in analysis of data. This position also provides performance, quality assurance and test data for both new and in-service products. Reviews measurement data to ensure equipment is meeting regulatory, industry and manufacturing standards. Works with manufacturers to resolve any discrepancies with product’s stated functionality and specifications. Position works closely with Measurement Director and Supervisors to review departmental procedures and processes. Updates procedures and processes with needed changes and ensures new procedures are disseminated to field technicians. Conducts field audits of metering stations to ensure field measurement work and projects are being completed as required.

JOB RESPONSIBILITIES & ACCOUNTABILITIES BY COMPETENCY

Functional Expertise:

  • Collects and analyzes measurement data to ensure equipment performance and accuracy.

  • Acts as project manager over measurement aspects of large metering installations.

  • Maintains and reviews departmental procedures to ensure current AGA and industry standards are included in measurement testing processes.

  • Performs field audits of measurement sites to ensure staff are following departmental procedures.

  • Understands various measurement devices and equipment and stays current on new technology to make recommendations on future strategies.

  • Works with manufacturers to resolve any equipment issues or quality faults; also works closely with management to resolve any pipeline gas suppliers or large customer measurement issues.

  • Reviews and audits Meter Shop operations as well as field Measurement activities.

  • Completes regulatory reports for Meter Shop and Measurement compliance filings.

  • Establishes, conducts and monitors ongoing quality assurance tests on all in-service measurement equipment.

  • Reviews new measurement products and performs quality assurance testing.

  • Provide support to multiple business units.

  • Assists in establishing training based off audits and new technology implementation.

Business Acumen:

  • Ability to analyze data and provide information used for strategic decisions.

  • Ability to project manage and provide reports in support of project targets and goals.

  • Full understanding of engineering principles and how they apply to gas measurement.

  • Define meter design parameters.

Engagement:

  • Collaborate and engage numerous internal departments to meet company goals and build cohesive relationships.

  • Communicates with management to meet all regulatory requirements.

  • Participates as a team member with the field measurement staff.

  • Works closely with Corporate Engineering to support goals and project.

  • Enhance measurement support.

Driving Results:

  • Execute departmental metrics.

  • Ensure all regulatory requirements are met.

  • Oversees departmental capital projects and provides project updates to management.

  • Supports the development of the department’s multi-year capital project strategy and provides business case justification.

QUALIFICATIONS

Education and Experience:

Required:

  • BA/BS in Engineering (Electrical, Mechanical, or similar)

  • Two to three years of progressive engineering experience

Or

  • Equivalent academic education and experience

Preferred:

  • Natural Gas Measurement engineering experience

Specific Skills & Knowledge:

Required:

  • Project Management

  • Ability to communicate with all levels in the organization

  • Ability to influence and persuade in decision making

  • MS Office - advanced proficiency

  • Demonstrated analytical and problem-solving skills

Working Conditions/Physical Requirements:

  • Some travel; working in the field, as well as an office environment.
