Gainesville Regional Utilities (GRU), a multi-service, highly recognized municipal utility, is seeking applicants for the position of Substation and Relay Manager. This manager works under limited supervision and plans, organizes and directs the work of personnel engaged in the operation, construction, maintenance, repair and testing of GRU’s: transmission and distribution substations (230kV/138kV/12kV), related relay and control systems and the electric apparatus repair facility.

To be considered for this position you must have: Graduation from an accredited four year college or university with major course work in an engineering or science discipline acceptable to management, and eight years progressively responsible experience in utilities engineering, utilities consulting, or related field, including four years supervisory experience, or any equivalent combination of education or experience.

Preferred Qualifications: Bachelor of Science degree in Electrical Engineering, demonstrated knowledge and experience in the operation, construction, maintenance, repair and testing of electric utility transmission and distribution substation equipment and related protective devices; demonstrated project management skill; registration as a Professional Engineer in the State of Florida and excellent leadership and communication skills.

Note:

  • Professional Engineer License is preferred

Job Description

MINIMUM QUALIFICATIONS

Graduation from an accredited four year college or university with major course work in an engineering or science discipline acceptable to management, and eight years progressively responsible experience in utilities engineering, utilities consulting, or related field, including four years supervisory experience, or any equivalent combination of education or experience.

LICENSES/CERTIFICATES

Valid Florida Driver’s License required.

Valid State of Florida Professional Engineer license desired.

EXAMPLES OF WORK**

ESSENTIAL JOB FUNCTIONS

Plans, organizes, and directs work of personnel engaged in installation, maintenance, testing, repair, and operation of power transformers, power circuit breakers, switchgear, power system protective relaying, control switchboards, and associated equipment.

Coordinates and directs activities of consulting firms and contractors on major utility projects involving transmission and substation facilities.

Oversees and directs short circuit and stability studies used in relay setting calculations, power system relay coordination, and power circuit breaker evaluations.

Oversees preparation of technical specifications and bid evaluations for power system apparatus.

Assists in administering labor agreements.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Prepares, submits, and monitors annual divisional budget.

Formulates policies for operating functions.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

Will be required to respond under emergency conditions.

May be required to supervise employees designated as performing “safety sensitive” functions, for purposes of the Drug Free Workplace Program, depending on job assignment and work location.

Performs other related duties as assigned.

Maintains inventory of carpentry tools, paint, and building supplies and obtains other materials as needed.

SELECTION FACTORS

Thorough knowledge of engineering and economic principles as applied to power system fault analysis, power system protective relay application, and power system stability.

Thorough knowledge of installation, maintenance, and operation of power transformers and circuit breakers and necessary test equipment.

Thorough knowledge of principles and practices of effective administration and supervision.

Knowledge of governmental budget procedures.

Ability to plan, direct, and coordinate efforts of professional and technical subordinates.

Ability to communicate effectively, both orally and in writing.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.
