The City of Gainesville is seeking a self-motivated Performance and Data Analyst to assist the Strategic Initiatives Team in building a robust performance management system that evaluates organizational performance in alignment with the city's strategic direction and operational priorities.

The Strategic Initiatives Team leads long-term planning with the City Manager's Office. We leverage data and performance measures to guide operations. Our team employs people-centered design to improve experiences. We build partnerships to solve community challenges and foster engagement to develop inclusive participation. The team is comprised of a diverse group of individuals, each bringing a unique skill set and perspective to their roles. This diversity helps foster an environment of robust collaboration and creative results.

The ideal candidate will be highly knowledgeable about data and measuring aspects of operational functions, user experiences, community impact and desired outcomes. They will have familiarity with database and information system technologies and be proficient in MS Office Suite programs. Experience with FME, Python, Tableau and other related applications is preferred.

Some of the responsibilities include:

  • Oversee the City of Gainesville's openData portal and work closely with internal stakeholders to ensure data accuracy and integrity, as well as collaborate with community partners.

  • Utilize the City's openData platform to create effective monitoring and reporting systems that tie into organizational decision-making.

  • Oversee the data governance team at the City of Gainesville and work to establish appropriate rules and procedures for effective data management.

To be considered for this position you must: have a Bachelor's degree from an accredited college or university with major course work in business management, public administration, finance, information systems, mathematics, statistics, or a related field; and two (2) years of experience in utilizing data for operational or financial analysis, or an equivalent combination of education and experience which provide the required knowledge, skills and abilities.

A Master's degree from an accredited college or university is preferred and may substitute for one (1) year of the non-supervisory work experience.

Experience in a government environment is preferred, though not required.

Valid driver license required. Valid Florida Driver License required within thirty (30) days of appointment.

Job Description

SUMMARY

This is professional and administrative work designing and continuously improving a citywide system to evaluate organizational performance in alignment with the city's strategic direction and operational priorities. This includes measuring aspects of operational functions, citizen and user experiences, and community impact and desired outcomes. Responsible for analyzing data and performance results to develop insights and formulate recommendations to effectively communicate solutions and approaches to decision making.

Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its emphasis on analytical duties specific to the city's performance measurement program and systems.

ESSENTIAL JOB FUNCTIONS

Builds, manages, and directs the City of Gainesville's performance measurement program and systems.

Serves as a resource to city departments in developing, reporting, and utilizing metrics.

Demonstrates the ability to present complex information related to data, performance and evaluation to diverse audiences and stakeholders.

Coordinates with external stakeholdes to evaluate the city's impact within the broader community.

Integrates user-experience data into traditional, quantitative metrics for evaluation and insight development.

Utilizes the city's open government platform to create effective monitoring and reporting systems that tie in to organizational decision-making (e.g., budgetary, operational, strategic and otherwise).

Maintains and collaborates on designing the technology platform to allow for the effective monitoring of key performance indicators.

Ensures the regular collection of data and subsequent reporting of data for the city within the organization and to external stakeholders.

Sets critical targets and appropriate benchmarks based upon research of high-performing public and private entities.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Provides education and information to the public and internal staff regarding data analytics and the utilization of civic technology.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor's degree from an accredited college or university with major course work in business management, public administration, finance, information systems, mathematics, statistics, or a related field; and two (2) years of experience in utilizing data for operational or financial analysis, or an equivalent combination of education and experience which provide the required knowledge, skills and abilities.

A Master's degree from an accredited college or university is preferred and may substitute for one (1) year of the non-supervisory work experience.

Experience in a government environment is preferred, though not required.

Ability to research and provide formal analyses and recommendations.

Ability to analyze data to evaluate effectiveness and make recommendations based upon insights.

Ability to understand both qualitative and quantitative aspects of data and performance measurement.

Works collaboratively and maintains positive inter-departmental partnerships.

Demonstrated capacity for innovation, self-motivation, self-learning and goal achievement.

Strong critical and creative thinking skills to assess and resolve problems or issues by gathering and assessing information and using independent, professional judgement.

Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

May be required to work and attend meetings outside regular business hours, including weekends and holidays.

Required to travel to various City locations.
