Position Overview : This is the first level of the Engineering classification. Provide engineering/technical expertise to solve problems in a specific area of expertise, with close supervision. Incumbents are expected to develop skills in their field of study, and the ability to work with greater independence.
** This position includes the following : 0-2 years of professional experience in the design and engineering of land development projects, construction document preparation and technical details, preparation of erosion control plans, analyses and design for storm water management facilities, permitting, and construction.
Duties & Responsibilities
Under close supervision, in the area of expertise will provide
engineering/technical expertise and guidance in the identification, analysis, and resolution of problems
effective planning, organizing, estimating, scheduling, and monitoring of work activities
thorough and accurate technical reports, correspondence, documentation, calculations, and sketches

Additional duties for this position include the following:
Think both creatively and logically to resolve design and development problems;
Support the Project Manager in the preparation and due diligence studies, site analyses, and feasibility studies including: zoning requirements, environmental studies, stream buffer requirements, stormwater management requirements, and existing site conditions;
Prepare conceptual/schematic site plans, grading plans, and access road layouts;
Prepare construction documents including: existing conditions surveys, demolition plans, site plans, grading and drainage plans, erosion and sedimentation control plans, stormwater management plans, secondary oil containment plans, and technical details;
Prepare calculations for earthwork quantities, stormwater drainage systems, erosion and sedimentation control, and stormwater management requirements;
Review, interpret, and adopt all relevant local, state, federal government requirements to ensure projects maintain compliance with regulations;
Support the Project Manager in permitting activities, including but not limited to: erosion and sedimentation control permits, stormwater permits, zoning permits, building permits, and special/conditional use permits;
Visit sites and assist in overseeing/managing site construction activities relative to site development, advise on civil engineering issues, and modify design to solve issues during construction;
Collaborate, communicate, and liaise effectively with other design disciplines, colleagues, construction contractors, consultants, materials suppliers, and clients; and
Have an understanding of AutoCAD Civil 3D and utilize a range of other design computer packages including, but not limited to: ESRI ArcMap, Microsoft Office, and HydroCAD.
Graduation from a four-year ABET accredited college or university program with a Bachelor of Science in Engineering.
Understanding of basic engineering theories and principles.
Understanding of basic practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting recommendations.
Ability to deal with a variety of individuals from various socio-economic, cultural, and ethnic backgrounds.
Good written and oral communication skills.
Understanding of basic electricity and power quality.
Knowledge of Distribution construction standards and methods.
Effective oral and written communication skills.
Able to manage multiple tasks and provide leadership to other team members.
Received a passing grade on the Engineering Fundamentals Exam.
Understanding of basic principles of project management
Experience in the utility industry.
