SALARY RANGE: $77,250 - $100,470

Base salary is determined by the knowledge, skills and abilities of the applicant.

LOCATION: This position may be located in Fayetteville, AR or Lawrence, KS

PRIMARY FUNCTION:

Develop sourcing and category management strategies with clear action plans to drive the lowest total cost of ownership and fuel exponential growth across the enterprise as we grow into a top quartile Supply Chain. Participate in internal engagements across supply chain, engineering and business organizations while diving deep into emerging technologies and operations. Provide advanced analysis of market and spending trends involving the industry players to develop sourcing strategies to reduce costs, minimize risk, protect continuity of supply, and exploit emerging opportunities allowing the company to continue to grow.

REPORTING RELATIONSHIP: Strategic Sourcing Manager

ESSENTIAL JOB FUNCTIONS:

  • Lead the development, execution and analysis of the RFIs and RFP process as required to support the needs of the business.

  • Lead procurement cross-functional teams by coordinating all business activities to achieve purchase decisions, which deliver the highest quality, reliability, and value to meet customer requirements through the development of strong business relationships and strategic alliances

  • Responsible for correspondence with vendors related to contract disputes, notifications, etc.

  • Source and procure goods and services for the company through the use of strategic sourcing and category management methodologies.

  • Identify, manage and develop key industry relationships and alliances.

  • Approve bid proposals and specifications and present recommendations on purchases requiring senior management approval.

  • Manage approval process for bid proposals and specifications.

  • Interpret contract provisions and review contracts for accuracy and changes prior to bid and renewal.

  • Ensures all sourcing events and category management plans include applicable cyber language, deliverables and key performance indicators.

  • Evaluates overall revisions, price and past performance of each contract and approves price adjustments.

  • Researches and evaluates supplier markets and makes recommendations for standardization

  • Performs competitive benchmarking and should-cost analysis of key supplier materials and services.

  • Provides liaison between vendors, contractors, and company managers.

  • Develop strategic direction and savings targets for assigned categories.

  • Responsible for reporting and presentation of category spend and savings programs in addition to other written financial and administrative reports.

  • Responsible for developing and implementing best practice strategic sourcing and supplier management processes across businesses and geographies.

  • Responsible for negotiating contract terms and conditions, completing contract documents and process in accordance with corporate policies.

  • Interface with key stakeholder executives across other businesses and geographies to understand requirements and constraints which may impact sourcing strategy development.

  • Create and maintain open and timely lines of communication with all stakeholders.

  • Develop, monitor and report on performance indicators.

  • Represent the corporation at various community, business and industry functions to promote the Company image and foster a greater awareness of the Company.

ADDITIONAL RESPONSIBILITIES:

  • Work cooperatively with company and vendor employees.

  • Other duties as assigned.

WORKING RELATIONSHIPS:

  • Maintain professional relationships with suppliers of materials, equipment and services.

  • Maintain positive working relationships with internal customers such as operational managers, project managers and project engineers.

  • Maintain strong working relationships within the supply chain department.

EXPERIENCE:

  • 7 years strategic sourcing, commodity/category management, purchasing or contract negotiation experience required.

  • Experience leading cross-functional project teams required.

  • Experience working at a major gas or electric utility preferred.

EDUCATION:

  • Bachelor's degree in Business Administration, Supply Chain Management, Accounting, Finance, Engineering or a related field required.

  • Law degree and/or Master’s degree in Business Administration, Supply Chain Management, Accounting, Finance, Engineering or a related field preferred, or equivalent combination of education and experience.

KNOWLEDGE:

  • Knowledge of strategic sourcing, category management methodology and approaches required.

  • Contract law knowledge required.

SKILLS/ABILITY/OTHER CHARACTERISTICS:

  • Strong project management skills.

  • Excellent customer service skills.

  • Proven track record in developing sourcing plans, leading sourcing analysis and managing to results.

  • Motivated self-starter with ability to work in a dynamic utility.

  • Excellent verbal and written communication skills; ability to communicate effectively with managers and employees at all levels.

  • Ability to develop creative solutions to business problems.

  • Goal and deadline oriented.

  • Ability to work in a team environment.

CERTIFICATIONS/CREDENTIALS:

  • Accredited Certification as a Sourcing Professional (SIG), Certified Supply Chain Professional (APICS), Certified Professional in Supply Management (ISM) or Public Purchasing Officer or Certified Purchasing Manager is preferred.

  • Active participation in professional organizations such as ISM, APICS, SIG or similar organizations.

SPECIAL REQUIREMENTS:

  • Ability to travel 15%.
