Project Controls Specialist -- Nuclear Fuel Services - Erwin, TN
Summary Description of Job:
Prepares plans, schedules and cost estimates for future plant projects based on regulatory compliance, personal experience with past projects and interactions with Project Managers/Engineers, Finance Department, senior management, and customers. Monitor and report the performance of the work using variance analysis techniques.
Major Duties and Responsibilities:
Assist in preparing project plans that will carry these projects forward from conceptual ideas through project definitions or work plans to detail resource loaded schedules. Facilitate reviews of these plans with Project Managers, company management, and customers.
Using input from Project Managers/Engineers, prepare resource loaded schedules organized in accordance with NFS' project work breakdown structure. Utilize experience to determine if the project schedule has been detailed to the point where the project schedule and cost can be controlled and to analyze the dependencies within the schedule to determine if they are logical.
Utilize project management software to identify project critical path and assist Project Managers with handling of resources and tasks to continue to meet project milestone deadlines.
Utilize project management/earned value techniques to analyze variances of project performance, both cost and schedule, against the approved baseline.
Responsible for individual assignments on large team projects (i.e. operational readiness reviews, new business proposals, etc.)
Assist responsible managers in developing annual budgets.
Provide technical Supervisor of Planner/Scheduler 1 and Planning Analyst while preparing plans and schedules.
Educational Requirements of Job:
B. S. degree (technical field preferred) OR in lieu of B. S. degree eight years' experience in project or production work environment.
Experience Requirements of Job (Beyond educational or equivalent):
With B. S. degree nine - ten years' experience in a project or production work environment, with at least five (5) years' experience in project controls, scheduling, and variance analysis. Proficient in project management and scheduling computer software and earned value (EV) and critical path method (CPM) techniques. Without B. S. degree -- seventeen (17) years' experience in project or production work environment.
Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. Position requires U.S. Citizenship (with no dual citizenship) and ability to obtain and maintain a Department of Energy (DOE) security clearance which involves an extensive criminal and financial background investigation, drug test and previous employment reference verifications.
