This Position provides leadership and direction for the engineering design and implementation of all system Distribution Construction and Maintenance projects within the assigned zone(s). Focus will be on completing the design execution of all work management projects within the identified and agreed upon time frame. These projects include New Revenue; Joint Use; Lighting; DOT; Capacity Planning; Power Quality, Reliability, and Component Integrity programs. This position will lead, organize and develop the assigned zone(s) engineering workforce to provide reliable service to all distribution customers and internal departments. Additionally, this position will lead the jurisdictional design functions (routine and major projects) in compliance with all applicable state, federal and corporate requirements, including standards, work methods, procedures, and safe work practices. This position requires intensive interaction and networking skills with peers and stakeholders. The Design Engineering leader will also provide direct support and coaching to individual performers and peers as needed.
Responsibilities for this position include but are not limited to the following
Leads the Design Engineering team to ensure the provision of reliable and quality service.
Manage the engineering design and implementation of all system distribution construction and maintenance projects.
Leads and assures that assigned work within the assigned zone(s) is completed according to schedule and in compliance with design and construction standards.
Oversees standard work processes are followed by team.
Lead, monitor and review quality and performance results.
Champions and leads opportunities for improvement.
Initiates the development of plans to ensure objectives are achieved and improvement opportunities are addressed.
Establishes and communicates expectations to management and supervisory teams.
Maintains responsibility for O&M and capital budget execution and monitoring within the zone(s).
Provides input and supports development of financial and operational plans for Distribution.
Provides oversight and ownership of field operations engineering functions.
Direct technical engineering support for internal & external customers. This would entail supporting other departments/areas within the company to achieve overall corporate initiatives and objectives.(Examples: Franchise negotiations, legal issues, community relations, etc).
The individual must balance financial, engineering, legal, and regulatory factors to develop and manage plans and programs.
Maintains productive and motivated work force to ensure a cohesive team effort.
Manage the engineering staff providing distribution engineering design and technical support. This is including determination of contingency staffing needs. This would entail the scope of quantity, timetable, nature of the delivered engineering product and ultimate quality and contract adherence. Allocate resources within zone(s) to address emergent issues and maximize staff utilization and efficiency.
Actively shares information with management and employees.
Develop a culture of two way communication, encouraging employee feedback and providing communications to other Leaders
Enable employees to make decisions within boundaries.
Develop the employee’s capability and confidence in dealing with all levels of the Distribution customer base, internal departments, governmental and regulatory officials and all levels of supervision and management.

Ensure timely response to customer concerns
Ensure satisfactory resolution of customer concerns.
Ensures that customer incidents are thoroughly investigated and reviewed with responsible employees and supervisors.
Works with other Distribution leadership to implement improvements for customer satisfaction.
Support the area storm center as directed by the Engineering & Construction Planning leader of the jurisdiction for major storm events.
Bachelors Degree in Engineering or applicable technical field
3-5 years of relevant work experience with prior proven leadership experience and demonstrated ability to manage complex business related issues with an Engineering degree or applicable technical field Or 6-8 years of direct, related utility experience with demonstrated leadership and the ability to manage complex business and technical related issues, with a bachelor’s degree in a field not otherwise stated
Knowledge of the Distribution Engineering & Construction Process, Standards Programs; Budgeting and Financial Management; Customer Service
Knowledge of Maintenance Programs
Knowledge of the State Regulatory Requirements
4 Year Engineering Degree
Professional Engineer Certification
Highly developed leadership, team development, technical, and project management skills directly related to electrical distribution engineering, construction, and operations
Ability to work with abstract ideas and incomplete data to develop coherent plans and programs
Strong interpersonal and analytical skills, the ability to work collaboratively across organizations.
Highly developed written and verbal communication skills to express ideas and influence a wide audience
Ability to prepare and effectively present concepts one-on-one and in group settings
