POSITION PURPOSE:

Partners with assigned organization in all aspects of financial and operational performance management. Position is expected to be fully competent in influencing outcomes that promote sound fiscal business decision making. Must possess keen business performance interpretation skills and engage executive leadership in areas of high complexity and visibility. Plans, organizes, directs, and controls the financial activities and utilization of funds for the assigned business unit. Manages financial professionals, influences business decisions, and provides financial oversight for all aspects of the assigned Business Unit. Accountabilities include financial statement integrity, technical accounting guidance, Sarbanes-Oxley control environment compliance, financial and operational performance reporting, annual business plan development, budgeting and forecasting, financial analysis, cost management, capital project planning, business system development and integration, system and process improvements, business process management, customer support and organizational effectiveness. Enhances project control and oversight by creating transparency around project financial status. Measures, monitors, and reports critical factors such as cost, effort, and scope against the project management plan. Highlights factors that could result in unapproved scope and cost inflation.

JOB DIMENSIONS:

Supervisory Responsibility — Financial Consultants I through IV

Budget Responsibility — Operating budget: varies depending on organization; see FY budget for O&M and Capital.

PRINCIPAL ACCOUNTABILITIES:

  1. Ensures integrity of financial statements and Sarbanes-Oxley compliant control environment.

  2. Leads groups of financial professionals in the development, analysis, and reporting of all aspects of financial and economic results.

  3. Provides management with financial and operational insight during the evaluation of alternatives to drive effective decision making.

  4. Interprets Business Unit initiative and outcomes, highlighting deficiencies and misalignment with TVA’s strategy and vision.

  5. Develops staff skills, competencies, and leadership behaviors.

  6. Facilitates Business Unit business planning and establishes effective monitoring systems for performance measurement.

  7. Provides the strategic direction and leads the implementation of financial improvement initiatives.

  8. Drives organizational change by exhibiting leadership competency through a combination of traits, skills, and behaviors.

  9. Engages with executive management to influence decision making and facilitate achievement of business objectives.

  10. Analyzes and interprets complex project and cost data in order to ensure effective project control and oversight.

  11. Educates and informs executive leadership to improve financial and business acumen.

MINIMUM REQUIREMENTS:

  • Education — A Bachelor’s degree is required. Field of study in accounting, finance is preferred. A Bachelor’s degree in a related field of study, with related education, training & experience will be considered. An advanced degree in accounting, finance or business administration is desirable. A CPA is preferred.

  • Experience — At least eight years of experience in financial management, business systems and controls; preferably including experience in a managerial capacity in the utility industry. Experience interpreting complex business performance data and influencing executive level management is highly preferred.

  • Certification/License, etc —CPA preferred.

  • Knowledge/Skills/Abilities — Must have the ability to analyze complex technical and management problems and determine the most cost effective solutions. Demonstrated ability to establish and maintain effective working relationships and to communicate clearly orally and in writing. Strong commitment to and skills in employee communication, ability to build teamwork and convey mission, objective, expectations and philosophy. Demonstrated ability to interpret broad policy matters and provide overall program direction and ability to successfully contribute to the cohesiveness, effectiveness and success of organizational objectives. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
