Position Summary

Supervise a high performing Planning and Purchasing team, ensuring effective workload balancing, process governance oversight. Ensure material and service availability for the organization through coordination of planning, buying, contracting and contract risk mitigation. Provide the organization and Supply Chain Work order-to-Payment process expertise using operational reports to monitor status and compliance with operational and process controls, by facilitating or participating in resolution of project demand changes, problems, disputes, contract adjustments. Responsible for supporting material management, material scheduling coordination, supplier management and process improvement objectives.

Essential Responsibilities

  • Performance and Effectiveness: Select, hire, supervise a high performing team of Planner Buyers in work order demand to daily purchasing and contracting activities via process metrics, monitor on-going status, workload allocation and training needs. Ensure the team is addressing problems and obstacles in a timely manner. Lead contract support personnel.

  • Business Unit Partnership: Primary point of contact with local or assigned business unit partners. Oversee coordination and expediting of material and services to ensure business needs are met and problem resolution is root-caused timely. Effectively resolves policy concerns and ensures compliance with all policies and regulations, reinforcing process standardization and compliance.

  • Business Unit Planning: understanding of business area planning, to align resources to ensure material and services availability when needed and drive process improvements Ensure the team communicates and drives business area alignment against category strategies, materials management processes and departmental initiatives or projects

  • Operations Management: Demonstrate full understanding of the Work Order to Payment cycles and overall supply chain management knowledge required to effectively drive consistent procurement processes through metrics and reporting. Identify supply risk and develop mitigation plans in collaboration with supply chain and BU partners. Support key supplier relationship management activities. Lead and execute contract negotiations, development and issuance of RFQ/RFI/RFP, bid evaluation and analysis, supplier selection, process documentation for material and services contracts and agreements. Functions as escalation point for Planner Buyers regarding daily issues and process noncompliance. Assist management with all daily operating activities.

  • Initiatives and Improvement: Process improvement including, contract administration, review and analysis, and communication of supplier and contract compliance. Represent Planning and Purchasing in continuous improvement efforts in alignment with Work Order to Payment strategies.

Minimum Requirements

  • Bachelor’s degree in Management, Business Administration, Purchasing, or related field. 4 plus years Supply Chain experience; or equivalent combination of education and experience.

  • CPSM or CPM certification, or ability to obtain within 18 months of start date.

  • Sourcing and purchasing knowledge in such areas as: RFI/RFQ/RFP creation and evaluation, contracts, category management, supplier managed inventory, logistics, etc.

  • Proficiency with ERP systems and Microsoft Office Suite.

  • Demonstrated knowledge of supply chain processes

  • Previous experience in plant operations, utility field operations, process improvement, or quality process.

  • Excellent organizational, planning, and prioritization skills.

  • Ability and willingness to travel.

The anticipated starting base pay for this position is: $77,000 to $109,666 per year
