Position Summary

The Senior Government Affairs Specialist (“SGAS”) represents and advocates Duke Energy’s interests before a variety of key external stakeholders, including state legislators, legislative staff, and the executive branch of state government, including the Utility Regulatory Commission. The SGAS will be expected to work closely with internal subject matter experts on a variety of issues as well as industry trade groups and other allies in order to meet the company’s legislative and regulatory goals. The SGAS will be expected to be personally equipped to provide impactful and aggressive issue advocacy, in both one-on-one and group scenarios, on a wide range of issues important to Duke Energy. The SGAS will monitor and identify pertinent state legislative and regulatory activities, provide political and policy analysis to company leadership and other internal stakeholders, and make recommendations regarding financial support of state political candidates to management. The SGAS will also be responsible for implementing strategies to educate community and key stakeholders on a wide range of company issues, goals, and objectives to positively influence business outcomes, build advocacy, and minimize financial and reputational risks. This position supports economic development strategies and programs that increase revenue by retaining and growing the customer base. The SGAS will be responsible for appropriate recordkeeping and filings consistent with the state lobby registration requirements, ethics reporting required by state statute, and internal political oriented contribution reporting


  • Promote and advocate Duke Energy positions on issues with state legislators and staff, governor’s office and appropriate state agencies

  • Develop subject matter expertise, company positions and execution strategies for issues by working with internal experts, allies and other key external stakeholders

  • Monitor political, legislative and regulatory activities. Analyzing and anticipating political ramifications of company activities and elections

  • Ensure appropriate recordkeeping and filings are made in appropriate and timely manner

  • Assist with regulatory and legislative initiatives to enhance economic development

  • Relationship and issues management (e.g., anticipate and manage trends and developments in the local political climate and current public policy issues that could affect the Company’s business objectives and manage communications related to risk management with government/elected/emergency management stakeholders)

Working Conditions

  • Ability to attend early morning, night, and weekend governmental/community meetings

  • Ability to travel throughout the state and spend occasional evenings away from home

  • Ability to work extended days, particularly during the legislative session

  • Requires availability 24/7

Basic/Required Qualifications

  • Bachelor's degree

  • Five (5) to sven (7) years of relevant experience

  • Working knowledge of state legislative process

  • Working knowledge of state politics and political process

  • Eligible to register as a legislative lobbyist with the state

Desired Qualifications

  • Previous political and public policy related work experience

  • Demonstrated experience managing relationships with Regulatory and Legislative branches of state government

  • Political savvy and working knowledge of local and state political processes

  • Demonstrated ability to work collaboratively across multiple functional areas in a matrixed organization

  • Demonstrated effective analytical, problem identification, negotiation and resolution skills

  • Exemplary verbal and written communication skills and interpersonal skills necessary to communicate effectively with little preparation to high-ranking government and company officials

  • Established ability to work both within a team as well as on an individual basis on a wide variety of projects

  • Established ability to articulate and advocate a position on an issue with elected and appointed officials

  • Understanding of electric utility industry, including regulatory and public policy issues, policy opportunities and risk mitigation

  • Interest in continuous learning and understanding of pertinent public policy issues associated with the electric utility industry

  • Internal cross-functional network of mid-to-senior level corporate leadership and subject matter experts

  • Strong critical and analytical thinking skills
