About Aircraft Operations
The Aircraft Operations department plays a vital role in the construction and maintenance of Southern California Edison’s (SCE) transmission, distribution, and hydroelectric infrastructure. The department operates a fleet of single- and twin-engine aircraft to conduct circuit patrols, external load operations, crew support, surveys, employee transportation, and many other critical services that help power SCE’s business objectives.
Manage the day-to-day duties of Dispatcher, Helicopter Operations Specialists, and Administrative Support Aide.
Champion opportunities for growth and development of Air Ops work methods.
Assist in the development of relevant operational policies and procedures ensuring strategic integration into Air Operations work methods.
Support “best-practices” approach to Aircraft Operations and work methods within the Utility industry via benchmarking and similar continuous improvement processes.
Ensure compliance with all applicable Federal, State, local and Company rules and regulations, as well as policies and procedures within the department via direct supervision of Air Ops personnel.
Actively promote Air Ops Support services to all SCE leaders.
Performs other responsibilities and duties as assigned.
Manages Helicopter Services contracts as a representative of the company.
Acts as on duty Aircraft Operations Coordinator in after hours
May be called upon to act as the Air Ops Branch Director in the activation of Incident Management Team.
The Flight Operations Manager is responsible for facilitating aircraft services and maintains responsibility for regulatory compliance and the day-to-day operation of the SCE Air Ops Dispatch/Communications/Operational Control Center. This includes coordination of SCE-owned and operated aircraft assets, as well as contract aircraft oversight.
Additionally, this position oversees the day to day operations and associated documentation generated by each flight (Flight Logs, Trip Risk Analysis, Scheduling Board, Flight Release Packets, etc.) and/or flight request(s). In so doing, the Flight Operations Manager coordinates the safe, appropriate, and efficient execution of all aviation support requests within Aircraft Operations.
The Flight Operations Manager manages and integrates employee activities across more than one discipline within Flight Operations, including Maintenance, Flight Crew, and Helicopter Operations Specialists to name just a few.
The Flight Operations Manager manages the processes to oversee activities related to the actual operation of aircraft or in direct support of flight operations in remote and at times, inhospitable geographical locations.
The Flight Operations Manager serves as an ambassador of aircraft operations to the company at large, and develops and executes project and process plans, implements policies and procedures, and sets operational goals. This individual serves as an aviation subject matter expert (SME) and as such: acquires resources for projects and processes; maintains abreast of current State (e.g. CPUC, CALTRANs, etc.) and Federal (e.g. FARs Part 91, 133, and 135) regulations and compliance-related issues; provides technical management of suppliers; and leads process improvements.
The Flight Operations Manager develops and maintains relationships and partnerships with stakeholders, peers, direct reports and other SCE employees at all ‘levels’ within the company, as well as with outside agencies/offices.
The Manager of Flight Operations provides oversight and approval of technical approaches/work methods, products, and processes, and manages, develops and motivates employees to reach their fullest potential.
As a public “champion” of Safety, the Flight Operations Manager promotes a culture of safety by personal example, and develops and maintains appropriate performance metrics that help drive the department toward increased efficiencies and operational excellence that position Air Ops as an industry leader with respect to best practices and innovative approaches to safe helicopter work methods within the Utility industry.
Three (3) or more years of experience in an FAA Part 91/135 Operations Control Center.
Two (2) or more years of experience as a Scheduler/Dispatcher of Part 91 and Part 135 Helicopter and Corporate Flight Operations.
Commercial Pilot, Air Transport Pilot Rating or a 14 CFR Part 121 Dispatcher certificate.
Five (5) or more years of experience in Corporate Aircraft Operations requiring interfacing on a regular basis with all levels of Management and Executives.
Five (5) or more years of demonstrated working knowledge of and experience with the interpretation of aviation weather forecast and other reporting tools which may impact the safety of flight (i.e. ability to read and interpret METARs, TAF’s and NOTAM’s).
Experience with common office environment tools and software programs/packages (e.g. MS Office Suite).
Two (2) or more years of experience as a Supervisor/Manager within an FAA Part 91/135 Operations Control Center or military equivalent.
Bachelor’s Degree or an equivalent combination of military education, training and experience.
Five (5) or more years in a Corporate Aviation flight department as either a Scheduler, Dispatcher, and/or Flight Follower.
Three (3) or more years in a Supervisor/Manager role directly overseeing the day-to-day activities of a minimum of 3 personnel.
Five (5) or more years of experience interfacing with regulatory agencies such as the FAA.
Experience drafting a high-level project policy/procedure/process and any associated training materials.
Working knowledge of Maintenance-related issues that can affect the safe dispatch/release of aircraft (e.g. MEL’s, VOR check due, etc.).
Experience with common corporate aviation dispatch tools and software programs (e.g. Professional Flight Management Flight, Explorer, DUATS, etc.).
Ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.

The primary work location for this position is Chino, CA; however, the position will require up to 20% traveling.
