Senior Specialist, Process & Technology will report to the Manager, Cloud & Process in Infrastructure Delivery.

POSITION PURPOSE:

Coaches teams on DevSecOps pipeline setup, Lean-Agile principles, product principles, merging strategy, test-driven development, automated testing best practices, secure coding best practices, continuous integration, continuous delivery, infrastructure-as-code, and continuous monitoring. Serves as TVA’s recognized industry expert on DevSecOps architecture, software architecture, automation architecture, cloud architecture, mobile architecture and integration strategy for the enterprise. Develops standards and guidelines for preferred technology, design, data and process elements and consults with teams to help them conform to architectural principles.

JOB DIMENSIONS:

Supervisory Responsibility — No direct supervisory responsibilities, but oversees and plans the work of development & operations teams comprised of full-stack engineering teams, both TVA and contractor.

Budget Responsibility — Budget responsibility for approved IT projects up to $5 million.

PRINCIPAL ACCOUNTABILITIES:

  1. Responsible for coaching, consulting, and supporting best-practice adoption for TVA delivery teams.

  2. Provides governance and oversight over the creation and maintenance of implementation guides, working prototypes, and reusable source code.

  3. Consults with full-stack delivery teams within Dev&Ops organization to ensure effective adoption of reference architectures.

  4. Evaluates a team’s operational health (e.g. team dynamics, agile delivery, capability awareness, quality engineering) in order to identify opportunity for improvements, and help these teams mature their practices and more effectively embrace a DevSecOps, Agile, and Product mindset.

  5. Works closely with partners, particularly IT Development & Operations leadership, IT Portfolio Management leadership and IT Strategy & Engagement leadership, to evaluate how teams work together, develop strategies to improve the team’s ability to define, discover, and deliver customer-centric value, and ensure the teams can actively demonstrate their understanding of the concepts and practices.

  6. Responsible for adherence, measurement and enforcement of standards adoption.

  7. Ensures that quality and security are considered throughout the lifecycle of solution delivery.

  8. Understands and consistently applies the attributes and processes of current application development methodologies.

  9. Researches and maintains knowledge in emerging technologies and possible application to the business. Viewed both internally and externally as an industry technical expert and critical technical resource across multiple disciplines.

MINIMUM REQUIREMENTS:

Education –Bachelor’s degree in business administration, math, computer science, engineering, or related field; or equivalent education, training & experience; must possess a strong desire to learn and grow professional.

Experience – Minimum of 10-years experience in the IT field with hands-on experience in systems design and implementation. Demonstrated competencies including leadership, delegation, analysis, teamwork, coaching and development, negotiation, planning/organizing, flexibility, stress tolerance, and oral and written communication skills. Deep experience with Agile, DevOps, product discovery, test-driven development, databases, CI/CD pipelines, automation frameworks, public cloud and cybersecurity scanning tools is preferred.

Knowledge/Skills/Abilities — Exceptional interpersonal skills with a customer service orientation and the ability to develop a rapport and interact well with a diverse customer base, ensuring reasonable adherence to standards. Requires a mix of hands-on technical ability combined with good communication skills and a strong interest in developing teams in their adoption of automation technology and reference architectures. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
