Position Summary

This position is responsible for establishing a project controls organization within the Distribution organization (1DF) to provide effective monitoring and controlling of assigned portions of Duke Energy’s Grid Improvement Plan (GIP) implementation. This scope will represent a substantial portion of the company’s overall $25B capital investment to modernize the grid, with an anticipated spend of $1.5 - $2B per year. Upon establishment of the organization the selected individual, this position is responsible for leadership, direction, management and oversight of a project controls organization. The Manager Project Controls is to assure that the reporting systems for project controls, the project controls roles/staff and the tools used in project controls are developed, available and functioning according to enterprise Project Management Center of Excellence requirements. The unit performs complex aspects of individual project estimating, scheduling, change documentation and cost control while reporting up to program or portfolio level. The Manager Project Controls is a critical position as the leader of the project controls unit. This position supports Project Managers and Project Directors on projects and programs of varying size and complexity. The Manager Project Controls will be expected to lead / direct the organization that provides reviews of the project controls status (cost, contract, WBS, schedule, resource, etc.). This position is critical to the coaching and mentoring of Project Controls Specialists (up to Principal level and Supervisor).

Using prescribed methods and tools, the position is responsible for leading the unit in performing all aspects of project control assignments. The position is considered a managerial, SME, leadership position and requires college level reasoning via formal education and work experience. It requires understanding and application of basic project controls principles. This position must be proficient with various computer applications with analytics that relate to schedule, cost, and risk. This position requires strong expertise in use, understanding and application of project controls principles and associated project controls software tools so that the systems established within the group are appropriate for the responsible work.


Responsibilities for this position include but are not limited to the following

Establish Project Controls Organization (Unit/Group).

Create a Project Controls organization consisting of appropriate number of controls specialists in varying levels of expertise involving scheduling, cost estimating, cost controls, scope controls, analysis and evaluation. Establish relationships with functional managers and managers of project managers in order to assure appropriate organizational design.

Lead Development / Generation of Periodic Project Controls Reporting.

Provide leadership in development and generation of daily, weekly, monthly and quarterly project controls reports. Provide the tools/systems for gathering, verifying, validating and analyzing data in support of project controls reporting. Assure the distribution of and archiving of project controls reports as appropriate. Ina addition, provide presentation quality report and be available to present if needed to project team/management team.

Assure Excellence in Project/Program Change Control.

Provide the PC Unit the ability to track and manage changes to the project scope, schedule and cost baseline. Assure identification, assessment, approvals for, and distribution of change requests, change notices and/or change orders in a manner compliant with internal governance standards and terms and conditions of relevant contracts (as appropriate). Lead and direct teams through audit reviews and reporting.

Oversee Project Controls Benchmarking and Self Assessment Initiatives.

Assures benchmarking and self assessment initiatives occur as a means to stay current and on the leading edge of excellence relevant to project controls and the types of projects typically managed by the project controls group. Determine and assure follow through on identified improvement opportunities, adoption of best practices and counter measures to address gaps in performance.

Expertise in Project Controls Methodologies.

Leads development and maintenance of systems for creating WBS, project schedules, cost estimates, track and trend cash flow reports, change control documentation (scope, cost or schedule) and/or any reports associated with project controls. Provides the systems that track and report project status, performs variance, earned value and critical path analyses at a level appropriate for the projects/programs the unit is assigned to manage.

Effective Team Leadership. Maintain effective relationships with customers (project management & sponsor organizations) that support the resolution of project/programs controls issues and requirements. Lead the PC Unit toward excellence in identifying, creating and reporting project controls systems.

Basic/Required Qualifications

  • 4 year degree – business, finance, project management, engineering, technical, or equivalent and 11+ Years of prior work related experience OR 15+ Years related experience

  • Masters – business, finance, project management, or equivalent

  • PMI or AACE certification

  • Experience using and deploying project control processes and systems, preferably in a power utility environment

  • Experience with software solutions such as Power BI, ARM Scheduler, MS Office Suite, Primavera, Business Objects, Maximo, Crystal Ball, Sword Active Risk Manager, etc.
