The Manager, Gas Asset & Technology Planning will report to the Director, Gas Asset & Technology Planning who oversees the Natural Gas Business Unit (NGBU) Capital Program. This includes short and long term planning and strategy impacting physical Pipeline and Facility Assets, as well as Applications and Technologies that support the NGBU. This new organizational structure and manager oversight will be instrumental in implementing the vision of an improved NGBU Capital budgeting process.

The Manager, Gas Asset & Technology Planning would play a key role in executing these strategies by helping to build and oversee a team of Capital Project Developers that provide asset chartering services, assist with asset and technology project prioritization, identify risk ranking methodologies, and provide monitoring of in-flight projects.

Key responsibilities include:

  • Drive prioritization of NGBU projects (including IT and Gas Assets) leveraging business unit scoring models and the enterprise value framework to align project portfolio to strategic priorities

  • Oversee the implementation EcoSys for capital project chartering and in-flight project governance, including the roll-out of training for impacted user groups

  • Develop accompanying business rules and processes for the appropriate use of Ecosys in capital project planning and execution; set direction for use by Capital Project Developers

  • Coordinate the development of 5-year strategic plan with category owner input for technologies and new/enhanced capabilities to support the NGBU

  • Oversee NGBU PMO governance processes and deliverables, including financial analyses, discussions on project dependencies, key business decisions, issue and risk tracking, etc.

  • Work with department leaders to define, prioritize and develop budgets, plans, and programs of work through the TRG and Work as One Intake Process

  • Partner with Change Management to drive effective communication and leadership engagement across the NGBU

  • Coordinate and provide content for TRG meetings and project workstream meetings, attend Value Stream meetings and provide necessary business input to IT business case development

  • Set priorities, manage workload, and oversee activities of the Natural Gas Capital Planning and Business PMO teams, under the guidance of the Director, Gas Asset and Technology Planning

Responsibilities & Duties:

  • Oversight of Contract Project Developer contractors and/or employees in identifying processes for capturing new charter process in EcoSys, training end users, and creating appropriate dashboards and reports.

  • Oversight in driving consistency and framework for chartering services, asset and technology prioritization, risk ranking methodologies, dependency monitoring, and monitoring of in-flight projects

  • Oversight of Technology planning in conjunction with department leaders to define, prioritize, and estimate projects through the Technology Review Group (TRG) and Work as One Intake process

  • Provides status and report out of in-flight NGBU Gas Asset & Technology projects to executive management and Technology Review Group (TRG)

  • Involvement in leadership meetings for Gas Asset and Technology planning and assists with development of materials and supporting discussions.

Basic/Required Qualifications:

  • Bachelor’s Degree from an accredited institution

  • Eight or more years in focused consultative or project / program management role with financial accountability

  • Natural Gas utility and technology experience

  • Demonstrated knowledge and application of effective meeting facilitation and preparation of technical documentation

  • Demonstrated ability to lead change

  • Strong leadership skills with proven ability to facilitate cross-functional teams

  • Proficiency with Microsoft Office applications

  • Project/Program/Portfolio financial management acumen

Desired Qualifications:

  • Previous experience with Natural Gas portfolio of technology projects and future roadmap

  • Advanced experience in project, program and portfolio financials

  • Previous experience interacting/presenting with senior management

  • Direct or Indirect Management or supervisory experience

  • Proficiency with Microsoft Office applications (Word, Excel, Visio, SharePoint)

  • Demonstrated proficiency in managing several parallel projects, programs, or portfolios

  • General knowledge of Agile, Lean Six Sigma, and other current project delivery methods.

  • Demonstrated effective use of analytical and soft skills

  • Excellent written and verbal communication, presentation and facilitation skills

  • Ability to welcome and embrace accountability

  • Proven success interacting with internal customers

  • Excellent time management skills

  • Ability to identify critical paths and execute
