Summary

Spire is needing to hire a Senior Rates Analyst who will be responsible for assisting in the preparation of financial analyses and forecasts relating to regulatory activities, such as Rate Stabilization and Equalization (RSE) and Gas Supply Adjustment (GSA) filings, coordination of related data request responses, and special projects as assigned of a financial and non-financial nature.

Duties and Responsibilities

  • Responsible for compiling and analyzing daily temperatures from multiple service area cities. Selects and analyzes data from the customer system and preparing the monthly Temperature Adjustment Report and letter for distribution to Company management and the APSC staff. Analyzes and prepares monthly and quarterly System Billing and Calendar Degree Day report. Calculates annual revised rolling 30-year normal heating degree days using verified data from NOAA.

  • Develops monthly regression forecast models used in RSE budgeting of use per customer for Residential, Small Commercial, and Small Industrial using rolling average 30-year normal weather and forecasted read dates.

  • Manages the preparation of the large industrial and commercial (LCI) volumes budget and special contract rate information. Works with Business Development to compile the large commercial and large industrial volume budgets, including training those personnel to use the customer system to input the LCI volume budgets. Works with Information Technology to maintain and update the LCI volumetric budget information housed within the Company’s customer system, including defining requirements for reporting this information to senior management. Prepares monthly and year-to-date LCI volumetric budget variance analyses for presentation to senior management.

  • Selects and analyzes data from the customer system and prepares the monthly temperature adjustment reporting for distribution to Company management and the APSC.

  • Tracks the Consumer Price Index for All Urban Consumers (CPI-U) and other financial indicators in order to calculate monthly rate changes related to special contract and Competitive Fuel Clause (CFC) customers. Assists billing department with calculation of special contract billing when necessary. Assists and provides coordination with Accounting and Finance and other departments on rate matters.

  • Responsible for the rate change process. Maintains, updates, and tests the entry of rates into the customer billing system. Responsible for the audit documentation related to the rate change processes.

  • As may be needed from time-to-time, reviews and supports similar activities to the above for other Spire utilities (Gulf and Mississippi).

  • As needed, prepares analyses and reviews growth opportunities, municipal acquisition due diligence, and the associated APSC-required filings, testimony support, and the post-audit process.

  • Responsible for municipal acquisition due diligence and the associated APSC-required filings, testimony support, and the post-audit process. Acquires historical data from municipal systems under study and analyzes the financial and customer data of these potential acquisitions. Communicates with operating personnel and Company senior management to reconcile questions and gather other needed information. Also performs oversight function to ensure all such analyses are correct from a methodological perspective.

  • Assists in the timely and accurate completion of special projects assigned to Rates and Regulatory. Such projects can be of a financial as well as a non-financial nature and often require manipulation of large amounts of data.

  • Regular attendance is considered an essential job function.

Required Education (certifications, licenses)

  • A Bachelor’s degree in business administration with a concentration in finance or accounting, or Bachelor of Science in engineering or similar analytical, number driven discipline with concentration in finance or accounting. A master’s degree is preferred, but not required.

  • Regulatory experience with rate cases, tariffs, rate design and/or experience dealing with utility regulatory personnel is beneficial

Required knowledge, skill and abilities

  • Extensive computer background in Microsoft Office, especially Excel, Word and PowerPoint

  • A strong educational foundation in economics and statistics

  • Ability to demonstrate and master the core and job category competencies applicable for this role within the organization

Physical demands, environment and schedule

  • Work is normally performed in a business office.

  • While performing the duties of this job the employee is regularly required to sit for long periods, use hands, use close vision, use a keyboard, and use a computer.

  • During peak periods, especially during annual budget preparation, RSE proceedings, and month and quarter end, extensive overtime may be required to meet externally set deadlines
