_ GENERAL SUMMARY_

The position will assist the Plant Manager, Director – Assets, and General Manager of Operations in identifying, structuring, sourcing, negotiating, procuring, and transporting wood (Agricultural and Urban Waste) materials for use in combustion at Mt. Poso Cogeneration Company – (“MPCC”) a 44 MWn biomass power plant. In addition, this position will take a leadership role in ensuring ash disposition in conjunction with the ash management plan.

The Manager, Resource Recovery will work with internal and external stakeholders to develop multiple sourcing channels for fuel and disposal or beneficial reuse options for ash. The position holder will be expected to develop, and periodically update, the fuel and ash plans for the duration of the power purchase agreement and assist with the process and procedure development to ensure that transactions are consistent with the plans. This position is also responsible for administering the fuel procurement software (3log) for proper vendor payments and consistent quality, inventory and financial data reporting.

Working closely with the Operations & Maintenance Manager, the position holder is expected to enforce fuel quality standards, optimize plant performance, support fuel yard management, and manage the wood blend in the stacker and yard to support operations. Ensure ash silo levels are managed to optimize trucking and disposal costs while meeting operational requirements for capacity.

The Manager, Resource Recovery will be expected to comply with all DTE Energy safety processes and the DTE Code of Conduct.

_ PRINICIPAL DUTIES AND RESPONSIBILITIES_

  • Identify direct business to business biomass sources (wood) suitable for processing and consumption.

  • Identify low cost disposal or beneficial reuse options for ash.

  • Research and evaluate fuel development opportunities and identify value-creation opportunities that promote the fuel development plan.

  • Develop fuel plan with detailed annual forecast, updated quarterly; include 5-year market forecast developed in conjunction with asset management.

  • Communicate activities, plans, and results to relevant stake holders. Lead weekly fuel and ash PRT focused on key metrics and problem solving.

  • Negotiate with counterparties to successfully structure procurement, transportation, storage, and other commercial agreements needed to satisfy fuel and ash plans and actively manage contracts to ensure counterparty performance and maximize value creation for MPCC. Verify accounts receivable and accounts payable relating to fuel procurement and ash disposition.

  • Administer 3 log software and perform analysis of fuel supply to ensure proper material tracking for both quality and cost. Develop and distribute relevant reports to stakeholders.

  • Lead quarterly fuel procurement reviews with the MPCC Board of Control focused on past performance, short and long term forecast and market conditions.

  • Ensure onsite and 3rd party quality testing and fuel sampling / reporting are compliant with regulations and the MPCC Fuel Management Plan.

  • Perform inspections and quality control assessments of fuel suppliers at their location on a frequent and unplanned basis to ensure processes meet MPCC quality requirements.

  • Monitor fuel yard equipment and support O&M Manager to ensure maintenance activities are well defined and operations are optimized.

  • Coordinate and manage invasive species programs, including compliance plans as appropriate to support the overall approved fuel plan.

  • Control fuel inventory (onsite, offsite and vendor owned) to support plant operations including pile management to comply with industry best practices and environmental permit limits.

  • Establish and oversee process to ensure all fuel suppliers and transportation providers have the proper insurance requirements and records are maintained. Enforce compliance with safety and environmental standards when on site.

  • Performs all other related duties as assigned.

_ KNOWLEDGE, SKILLS AND ABILITIES_

Undergraduate degree in business, economics, engineering, or science discipline, or 5-10 years equivalent and relevant professional experience is required;

  • The candidate should have a commercial background and be familiar with various aspects of the agricultural practices, wood recycling/processing, and wood transportation industry.

  • Experience with open loop biomass power plant facilities is preferred as this is the primary use of recovered material.

  • Proven ability to develop and maintain strong relationship with wood suppliers, transporters, and recovery customers.

  • Knowledge of continuous improvement and cost optimization activities is required, lean or six sigma certifications

  • Knowledge of power plant fuel management procedures and processes

  • Demonstrated history of developing and crafting fuel procurement and transportation agreements or similar contracts

  • Experience managing waste recovery yards or fuel yards

  • Excellent written and oral communication skills, with the ability to analyze and communicate tasks, needs, activities, and follow-up actions to relevant stakeholders

  • Ability to take initiative and prioritize competing priorities

  • Team player, ability to lead and/or work within cross-functional teams

  • Desire and ability to travel as necessary.

  • Ability to function and when necessary to influence others within a matrix organization in which functional and business leaders have equal authority within the organization and employees report to both a functional leader and a business leader.

_ WORKING CONDITIONS_

The individual may also be exposed to chemicals and odors consistent with waste materials. The individual may at times work near mechanical moving parts. They may work in high, precarious areas, around fumes or airborne particles, outdoor weather conditions, extreme cold and extreme heat. The individual may spend many hours driving as stakeholders may be broadly dispersed over a large geographical area.
