Manager, NERC & FERC Compliance

Primary Responsibilities:

  1. Directs the activities of the EU NERC & FERC Compliance group to ensure completion and submittal of all required information to the North American Electric Reliability Corporation (NERC) and ReliabilityFirst (RF) regulatory authorities on time in support of compliance deadlines, ensure audit-quality compliance program and documentation, including coordination of periodic audits by external parties as well as internal audit.

  2. Leads the EU NERC compliance program to ensure the EU organization meets all applicable requirements for the NERC and RF Reliability Standards and associated requirements shared with PJM.

  3. Leads the development of business line specific procedures to ensure PPL EU complies with the FERC and NERC requirements.

  4. Ensures constructive culture exists between EU NERC & FERC Compliance staff and other stakeholders, including Corporate compliance groups, to provide corporate compliance strategy in the best interests of PPL EU.

  5. Develops and monitors metrics to effectively measure adherence to NERC Reliability Standards. Influences and monitors corrective actions when necessary.

  6. Functions as the central point for leadership, strategy development and training to ensure a culture of compliance and a culture of continuous improvement for compliance issues across EU.

  7. Partners with leaders of Corporate Compliance, IT, Corporate Security, Transmission & Substations and Distribution Operation to achieve effective and efficient FERC and NERC compliance program development and implementation.

  8. Leads the development and implementation of the strategy, programs, procedures, processes, and business tools for PPL Electric Utilities (PPL EU) to meet compliance with all NERC and RF Reliability Standards. Includes overseeing the identification of NERC and RF reporting requirements for all FERC approved standards and ensuring appropriate submittals are made to demonstrate compliance. Communicates the status of emerging issues and compliance activities to all levels of PPL EU and Corporate Management, and leads the organization in strategy development and implementation to ensure adherence to the NERC Reliability Standards.

  9. Leads and monitors EU posting and reporting activities necessary to fulfill FERC requirements in support of the EU Chief Compliance Officer.10. Manages the EU Compliance staff and program to effectively and efficiently meet company objectives and initiatives.

  10. Leads, responds to, and manages the strategy to evolving NERC regulatory environment by participating and directing involvement in FERC, NERC, RF, and industry forums, and via effective communications and influence across functional disciplines and company lines. Ensures appropriate participation to assess and influence policy of emerging issues, standards development, balloting, and interpretations processes.

  11. Facilitates and supports EU compliance efforts across functional lines via the participation of PPL EU personnel on NERC and RF Standards Committees to bring PPL EU input directly to the standards development process.

  12. Represents the Company strategic position by serving on industry and regulatory committees.

  13. Develops departmental plans including business, production and/or organizational priorities.

  14. In-person supervision of employees to ensure compliance with FLSA wage and hour issues as well as to monitor compliance with safety rules.

  15. The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.

  16. May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.

Position Summary:

Provides strategic direction and leadership with FERC and NERC regulations to ensure adherence and compliance to the FERC requirements and NERC Reliability Standards. Represents PPL EU interests and influences national standards/policy with FERC, NERC, RF, EEI, PJM, NATF and other industry groups. Directly accountable for the performance and results of EU FERC and NERC Compliance.

Candidates must meet the basic qualifications and pass all required tests or assessments to receive consideration.

Basic Qualifications:

  1. Bachelor's Degree

  2. Minimum 5 years of leadership experience in the Electric Utility industry

  3. Demonstrated thorough understanding and ability to apply NERC and FERC Requirements in support of critical business unit compliance processes

Preferred Qualifications:

  1. Advanced degree (MS or MBA) preferred.

  2. Experience managing compliance issues with regulations approved by FERC, NERC, and the Regional Entities.

  3. Demonstrated ability to lead teams and effectively influence outcomes.

  4. Certification in Engineering, Auditing, IT or GRC (i.e. PE license, CISSP, CISA, CGET, etc.)

  5. Strong communication and interpersonal skills.

  6. Proven customer focus with the ability to understand business needs.

  7. High level of leadership, influencing, and teamwork skills, knowledge, and skill in the area of decision making, performance monitoring and development, and management policies.

  8. Ability to lead group efforts in prioritizing and managing multiple high-priority tasks concurrently.
