Primary Responsibilities:

  1. Provide leadership to evaluate, analyze, and establish positions on the most complex issues regarding application of and revisions to NERC/RFC reliability standards, compliance requirements and measures. Lead EU reliability standards compliance committee to develop and request changes to NERC/RFC standards, and to develop and coordinate comments and balloting positions to interpretations and revisions to the standards. Perform specialized reliability standards and compliance assessments and analyses.2. Responsible for assessing and interpreting requirements on the most complex emerging compliance issues, takes a broad perspective to identify innovative solutions, and makes use of knowledge of compliance requirements and business processes to identify innovative solutions and approaches to improve efficiencies and ensure effective and efficient compliance programs and implementation.3. Lead functional teams or projects to achieve milestones and objectives, and present topical matters to senior leadership in Electric Utilities and the Transmission Department. Lead the discussion and resolution of issues related to reliability standards and compliance at internal PJM strategy sessions. Works independently on all but the most complex strategic level tasks.4. Establish and maintain effective working relationships with major EU departments to incorporate adequate resources, equipment and funds into the EU business plan and to ensure ongoing compliance. Work with applicable Service Company and EU departments to ensure identification of all compliance standards and metrics that apply to EU based on its registration with NERC and the Reliability First Corporation. Act as the interface with PPL Services (Corporate Security, ISD, HR, etc) to understand and address EU compliance issues requiring coordination with service organizations. Also, understand and address compliance issues from market subsidiaries that have possible ramifications to EU.5. Lead the design, testing, and implementation of revised reliability standards and compliance programs, and development of enhanced internal procedures and processes.6. Clearly communicate technical and complex topics orally and in writing with management to define issues and needs. Serve as the point person with EU senior management to contest, rectify, and respond to gaps in compliance reporting, and to ensure the integrity, accuracy and completeness of periodic departmental reports.7. Represent EU on outside company committees and working groups responsible for compliance activities relative to NERC and RFC reliability standard compliance. Takes leadership role on committee and/or is viewed externally as a subject matter expert. During such activities, maintain compliance with FERC Order 889 Code of Conduct8. Lead and facilitate EU Reliability Standards and Compliance Committee meetings, as needed. Assure recording of meeting notes, assign action items, and perform periodic follow-up as needed.9. Increases and applies knowledge of NERC/RFC compliance requirements. Provides direction, functional advice, and acts as a resource to less-experienced staff members and subject matter experts. Perform subordinate staff and EU subject matter expert staff training on requirements and measures, processes, procedures and tools.

Position Summary:

Responsible for complex activities associated with the functional work group's compliance activities. This is a key contributor in a complex environment who may lead functional teams or projects, and direct activities of less experienced personnel in the compliance group. With little guidance, uses extensive technical knowledge of compliance requirements to provide sound judgment assessing complex compliance evolutions and expert business leadership in the guidance and direction to other PPL employees to support production of high quality, timely and cost-effective interpretation, execution, documentation and reporting of National Electric Reliability Council (NERC) and Reliability First Corporation (RFC) Reliability Standards as they relate to PPL Electric Utilities. Provides leadership to develop and request changes to NERC/RFC standards. Recommend to EU executive management annual certification of compliance or non-compliance to these standards. This position requires an individual who is a recognized expert in knowledge critical to the organization and limited in the industry. This position contributes to the development of compliance group strategy.

Basic Qualifications:

Compliance Specialist

  1. Bachelor's Degree

  2. 4 or more years experience in one or more reliability assurance, compliance or audit focused positions or equivalent

Sr. Compliance Specialist

  1. Bachelor's Degree

  2. More than 10 years experience in Electric utility or related industry, and the approval of Business Line General Manager or higher.

  3. Demonstrated thorough understanding and ability to apply NERC requirements in support of critical business unit compliance processes.

Compliance Specialist

  1. Technical or business related field preferred.

  2. Electric utility background preferred. Strong background in power system operation, engineering, planning,compliance, IT, and/or engineering preferred.

  3. Demonstrated ability to understand, audit, or apply NERC requirements to business unit processes. Knowledge of other regulatory environment/cultures may be considered.

  4. Certification in Engineering, Auditing, IT, or GRC (e.g. Professional Engineer License, CISSP, CISA, CGET).

  5. Familiarity with industry trends and best practices.

  6. Understanding of EU issues and priorities.

  7. Proven customer focus with the ability to understand business needs.

  8. Works in a professional and ethical manner. Able to plan work to meet performance expectations and group/departmental goals.

  9. Respectful of others and able to use diplomacy in resolving problems and difficult situations.

10.Demonstrated ability to work in a productive and quality manner. Uses time wisely, requires minimal supervision and is able to handle multiple tasks with minimal impact on regular workload.

11.Capable of handling stressful situations and maintain control; prioritize and organize work effectively; meet constantly changing priorities and work loads in a timely, thorough manner with little or no immediate supervision.

Sr. Compliance Specialist

  1. Technical or business related field preferred. Advanced degree (MS or MBA) also preferred.

  2. Professional Engineer License

  3. CISA - certified information systems auditor, Cyber security or similar certifications.

  4. Familiarity with industry trends and best practices.

  5. Understanding of EU issues and priorities.

  6. Proven customer focus with the ability to understand business needs.

  7. Works in a professional and ethical manner. Able to plan work to meet performance expectations and group/departmental goals.

  8. Respectful of others and able to use diplomacy in resolving problems and difficult situations.
