Description

Performs analysis of data regarding the pipeline safety management system to determine threats and risks inherent to pipeline operations and assists in developing mitigation plans to reduce those risks in support of VNG’s Pipeline Safety Management System (PSMS) Program. Responsible for monitoring mitigation actions for effectiveness and making recommendations to those actions as needed to achieve positive results and to reduce or elimiate risks. Responsible for developing processes, process flow diagrams, and procedures in support of VNG’s PSMS Program.

Representative Duties and Responsibilities:

  • Extracts data from various sources including Work Management and Field Workforce systems, GIS, compliance tracking database, cathodic protection data base, other reports and similar sources.

  • Identifies new sources for data extraction to perform analysis on process key performance indicators (KPIs).

  • Using advanced data analysis skills, conducts research and analyzes data to identify risks to the pipeline system and trends when analyzing process KPIs.

  • Recognizes where gaps in data and processes exists and monitors the mitigation actions implemented to close the gaps.

  • Using advanced data analysis skills, builds plans for the mitigation of risks and threats to the pipeline’s operation.

  • Tracks and reports effectiveness of mitigation actions and assists in developing additional corrective actions as needed.

  • Creates visual presentations, reports, and dashboards (tables, charts, graphs, etc.) in Microsoft Office.

  • Provides forward thinking supported by quantitative analysis to drive risk mitigation.

  • Develops and tracks essential PSMS documents and records as required.

  • Perform other reasonable essential duties as assigned.

Education and Experience:

Required:

  • Bachelor's degree, preferably in Systems or Process Engineering, or other technical and analytical discipline.

  • 2 years experience of demonstrated technical and analytics experience.

  • Demonstrated experience performing analysis across multiple business units and subject areas.

  • Demonstrated ability to generate concise summaries based on analysis.

  • Demonstrated ability to develop processes, process flow diagrams, and procedures to meet both technical and non-technical requirements.

Preferred:

  • 2 years experience involving the energy services or utility industry.

  • 1 years experience involving risk management and root cause analysis.

  • 1 years experience with American Petroleum Institute Recommended Practice 1173 (API RP 1173), PHMSA regulation knowledge, and experience including 49 CFR Parts 191-199.

  • Working knowledge of analytical techniques including stochastic, data aggregation and correlation methodologies.

  • MS Access – average proficiency

  • MS Word, Excel, PowerPoint - advanced proficiency

  • Strong attention to detail

Preferred:

  • Working knowledge of PeopleSoft Financials - intermediate proficiency

  • Working knowledge of Visual Basic, C , Python, or other programming language.

Certifications/Licenses:

  • Professional certificate(s) and/or licence in field of expertise is preferred

Working Conditions/Physical Requirements:

  • Position is located in an office environment.

  • Keyboarding and viewing reports on-line = 90%.

  • Travel = 10%.
