The purpose of this position is to set corporate direction, policy, and metrics for the gas measurement discipline to ensure regulatory conformity and industry standards are achieved. Manages supervisory staff and enforces measurement compliance activities including meter shop functions, field meter inspections, and Company PT meter sampling program. Manages work environment and personnel concerns within a department of both union and non-union employees. Acts as liaison to State regulatory commissions, end-use customers, and industry associations i.e. AGA for measurement issues and questions. Additional responsibilities include business plan development, budget execution and new product implementation.

Functional Expertise:

  • Sets corporate direction for all gas measurement activities and enforces standardization across organization where applicable

  • Establishes and monitors departmental metrics and manages accordingly to accomplish goals and service level agreements

  • Complete and comprehensive understanding of and compliance with AGA, ANSI, GPA, API and ICC natural gas measurement policies and standards

  • Accountable for the completion of all activities associated with Meter Shop and field meter testing

  • Accountable for the periodic meter testing sample programs and responsible for ensuring annual schedules are developed, understood and followed

  • Understands and ensures compliance with regulatory requirements governing meter testing and compliance filings

  • Ensures regulatory filings concerning measurement and meter testing are completed accurately and filed per schedules

  • Develops projects to take advantage of new technology within Measurement to improve safety, work efficiency and business support

  • Provide leadership and guidance to corporate and measurement staff on all matters related to measurement compliance and best practices.

  • Preparation and enforcement of departmental and company budgetary targets; responsible for department budget variance explanations

  • Develop and live departmental vision and mission

  • Identifying potential opportunities and risks and associated action plans

  • Directs measurement supervisory staff to ensure goals are understood and carried out down to the field level

  • Establish effective relationships with subordinates and internal departments, providing motivation and productivity guidance

  • Communicate all corporate initiatives vertically and horizontally

  • Cast a positive model and engage other employees to model the same behavior

  • Ensure departmental budgetary guidelines for an efficient operation are set and achieved

Education, Certifications/Licenses:

Required:

  • Bachelor’s DegreeOr

  • 10 years of LCC operating experience in engineering or operation management

Related Work Experience:

Required:

  • Bachelor’s Degree with 8 years experience or

  • Master’s Degree with 6 years experience or

  • Equivalent combination of education and experience

Specific Skills & Knowledge:

Required:

  • Demonstrated ability to lead teams

  • Demonstrated ability to set departmental strategies and achieve goals

Preferred:

  • General knowledge of operation and maintenance of meters, associated devices and measurement theory

  • Working Conditions/Physical Requirements:

  • Occasional Traveler (5-20% travel): The incumbent will be required to travel on occasion. Trips may require air travel and/or overnight stay away from home for one or more nights.

  • The incumbent works in an office environment
